11 Characters That Are Stronger Than The Shichibukai In One Piece

The world of One Piece was once balanced by three major forces: the Marines, the Yonko (Four Emperors), and the Shichibukai (Seven Warlords of the Sea). Even though the Shichibukai were disbanded at the most recent Reverie meeting, they remain important characters with significant power and play a key role in the story. Several members of the Shichibukai have already proven to be powerful enemies for Luffy and his crew, the Straw Hat Pirates.

The Shichibukai aren’t all created equal – some are relatively weak, like Moria, while others, such as Mihawk and Blackbeard, are incredibly strong. While they appear nearly unbeatable, certain characters in the One Piece world could certainly handle the average Shichibukai, and a very select few are powerful enough to defeat even the strongest ones.

Loki

  • Affiliation: Elbaf
  • Devil Fruit: Unknown
  • Haki: Armament, Observation, Conqueror’s

Loki was initially mentioned during the Whole Cake Island arc, but it wasn’t until the Elbaf arc that we finally saw him. He immediately became very popular with fans.

Loki’s heritage as a descendant of the Giants gives him immense potential strength, which the story suggests is incredibly powerful. Legends say even all the warriors of Elbaf couldn’t defeat him. He’s considered to be far stronger than a Warlord of the Sea, possessing exceptional Haki and a hidden Devil Fruit ability.

Monkey D. Luffy

  • Haki: Armament, Observation, Conqueror’s

Monkey D. Luffy is the main character in One Piece. During his adventures, he’s battled several members of the Shichibukai. He’s defeated Crocodile, Moria, Doflamingo, and Kuma so far.

Luffy used to have trouble fighting some of the Shichibukai, but he’s now more powerful than most of them. Currently, only Blackbeard poses a real threat, and he’s in a completely different league than the rest.

Monkey D. Dragon

Eiichiro Oda clearly has big plans for Monkey D. Dragon, saving him for the story’s final arc. He’s expected to play a major role and showcase incredible abilities. Fans widely believe Dragon possesses a powerful, possibly legendary, Devil Fruit, and given his lineage – being the son of Garp and father of Luffy – he likely has exceptionally strong Haki as well.

Considering Dragon leads the Revolutionary Army, most people would agree he’s at least as powerful as one of the Four Emperors.

Akainu

Akainu isn’t a typical Marine. After serving as an Admiral, he’s climbed the ranks and now leads the entire organization as Fleet Admiral, taking over from Sengoku.

Akainu’s strength is often overlooked. Currently, he’s likely the most powerful Marine after Garp, and he’d easily win against most of the Warlords of the Sea. His Devil Fruit, the Magu Magu no Mi, is incredibly destructive, and his Haki shouldn’t be underestimated either.

Scopper Gaban

  • Affiliation: Roger Pirates (Formerly), Elbaf
  • Devil Fruit: N/A
  • Haki: Armament, Observation, Conqueror’s

Fans had been eagerly anticipating the appearance of Scopper Gaban for years, and he finally appeared in the current storyline. He made a powerful entrance in Elbaf, defeating a Holy Knight with a single blow. This made him the first character in One Piece shown to overcome immortality.

Gaban is a truly formidable figure, which isn’t surprising considering he once served as the Pirate King’s right-hand man. Even now, in his older years, he remains a powerful and feared warrior, capable of defeating most of the Warlords of the Sea.

Silvers Rayleigh

  • Affiliation: Roger Pirates (Formerly)
  • Devil Fruit: N/A
  • Haki: Armament, Observation, Conqueror’s

Silvers Rayleigh was a legendary pirate and a close companion of Gol D. Roger, the Pirate King. He served as Roger’s first mate and was widely known and feared as the ‘Dark King’ due to his incredible power.

Though past his prime, Rayleigh remains incredibly strong, easily defeating most of the Shichibukai. He’s even managed to intimidate Blackbeard, who is now a Yonko. Beyond his own strength, Rayleigh also served as a mentor to Boa Hancock, one of the most powerful members of the Shichibukai.

Monkey D. Garp

Monkey D. Garp earned the title ‘Hero of the Marines’ through incredible feats, most notably defeating Rocks D. Xebec alongside Roger. Even though he’s past his prime, Garp has demonstrated he can still defeat all of the Seven Warlords of the Sea.

Honestly, it’s incredible—even when he’s an older man, Garp is so powerful he could practically take on all of Blackbeard’s crew by himself! Seriously, dealing with the Warlords of the Sea would be a walk in the park for him.

Shamrock Figarland

  • Devil Fruit: N/A, Cerberus (Sword)
  • Haki: Armament, Observation, Conqueror’s

Shamrock Figarland is a long-awaited character who recently appeared in Elbaf. His reveal came as a surprise to fans, as he’s been hinted at since the Egghead arc, and it turns out he’s Shanks’ twin brother and a member of the Holy Knights.

It looks like it will be some time before we see the full capabilities of Shamrock. Right now, fans only know he wields a sword powered by the Mythical Cerberus. Although much about him is still a mystery, it’s widely believed that Shamrock and Shanks are on a similar power level. Considering how strong Shanks is, Shamrock is likely to be significantly more powerful than most of the Shichibukai.

Five Elders

  • Affiliation: World Government
  • Devil Fruit: Yokai Powers
  • Haki: Armament, Observation, Conqueror’s

The Shichibukai are a strong group used by the World Government to keep world peace, but they aren’t the most powerful force available to its leader.

The Five Elders have already demonstrated incredible power on Egghead, thanks to their Yokai abilities and immortality. Only the most formidable former Warlords of the Sea – like Mihawk, Blackbeard, and Boa Hancock – would have a chance against them. Characters like Garling Figarland could even surpass the typical Elder in strength. While his full power is still unknown, it’s likely he could compete with someone as strong as Shanks.

Shanks

  • Affiliation: Red Hair Pirates
  • Devil Fruit: N/A
  • Haki: Armement, Observation, Conqueror

The Shichibukai are formidable pirates, but none of them compare to Yonko Shanks, who is currently considered the strongest pirate in the world. Even without showing his full power, Shanks has proven to be incredibly strong, largely due to his mastery of Haki – he’s the best in the One Piece world at using it, and doesn’t even need a Devil Fruit ability to be so powerful.

Shanks is strong enough to beat all of the former Warlords of the Sea. However, Blackbeard, Mihawk, and Boa Hancock would likely pose a significant challenge to him.
