Throughout the long run of One Piece, the author, Oda, has revealed many impressive powers. However, only two systems truly define strength within the series. The first, Devil Fruits, were introduced right at the start and continue to be a major source of power, even in the latest story arcs. The second is Haki, which has also remained crucial and become even more important as the series progresses.
Okay, so as a huge One Piece fan, I’m totally blown away by what Oda’s revealed after chapter 1167! He’s officially given us a third power system in the series, and it’s exclusive to the World Government! It seems this power comes from Imu, and it’s all connected to their incredible Sea Devil abilities – it’s like they have special seals or tattoos that give them this power. It’s a game changer!
Oda Introduces World Government’s Seal Power System
The introduction of the Five Elders in the Egghead Arc was surprising, especially seeing their ability to instantly heal from any injury. It was also unexpected to learn their transformations weren’t due to Devil Fruits, but rather a Yokai ability. This pattern continued with the Holy Knights, who also demonstrated similar powers of immortality and regeneration.
I watched as Rayleigh tried to instill a crucial lesson in Luffy: unwavering belief is the foundation of true power. He went on to explain that Haki, this incredible ability, generally falls into two distinct categories. It was a pivotal moment in Luffy’s training, focused on building both inner strength and understanding this powerful force.
Fans quickly realized this power originated with Imu, especially after seeing the Abyss mark appear on certain members of the World Government. The mark is said to be necessary to travel through the Abyss. Now, in chapter 1167 of One Piece, Oda has finally explained this power system and its connection to the World Government.
I’ve noticed the World Government’s seal appears in three distinct versions, almost like different depths of the ocean. It seems the more ‘depth’ shown on the seal, the more powerful the person using it is. It’s a really interesting visual representation of power levels.
The Depth Of The Sea Reflects The Power Of A User
In One Piece chapter 1167, King Harald of Elbaf became a Holy Knight and received a powerful seal from the Five Elders. It was also revealed that the World Government’s seals – actually originating from Imu – come in three levels of strength. These levels are connected to how deep under the ocean they are, with deeper levels granting greater power.

I’ve learned the first layer of this seal is known as the Shallow Sea seal. It seems to offer limited, but powerful gifts – things like the ability to teleport across the Abyss, or maybe even achieve immortality. It’s hard to say for sure, but those are the possibilities I’ve gathered.
The second stage of the seal is known as the Deep Sea. People who have reached this level probably possess powerful and risky abilities, similar to those seen in the Holy Knights. It’s possible that true immortality begins at this stage, and individuals with a Deep Sea seal might even gain the power of a Devil Fruit.
The Abyssal Sea is the final and most powerful layer of the seal. Located at the deepest part of the ocean, it’s theorized to be the source of the Yokai’s powers and may even grant immortality, similar to what the Five Elders have achieved.
The Seal Power System Of One Piece Could Be Connected To The Sea Devil
The new sealing system Eiichiro Oda recently revealed in One Piece is unlike anything we’ve seen before, and leaves many questions unanswered. Oda might address these mysteries as he develops Imu’s abilities further. What’s becoming increasingly clear is that Imu’s power is intrinsically linked to the ocean itself, strongly suggesting he is the Sea Devil within the One Piece universe.
The newest chapter of Eiichiro Oda’s One Piece, Chapter 1167, will be available in this week’s Weekly Shonen Jump. It will officially release on November 30, 2025.
