Approximately three months have passed since the launch of Sid Meier’s Civilization 7, which received mixed responses from both critics and players. Although the game’s Ages mechanic was generally well-received, some found the Legacy Paths victories underwhelming. However, the developers at Firaxis Games are attentive to player feedback and have pledged ongoing updates to enhance the gameplay experience. Additionally, additional content for the game is on the horizon, with downloadable content (DLC) such as the Right to Rule Collection expected soon. This expansion will include new leaders, civilizations, and world wonders.
In early January 2025, a thorough investigation of the Epic Games store uncovered files directly connected to several expansion packs for Civilization VII, such as Crossroads of the World and Right to Rule. Interestingly, the Crossroads of the World DLC was officially launched in March, and its roster of leaders and civilizations had previously been leaked by miners a full two months earlier, suggesting an uncanny level of accuracy. If the leaks for the Right to Rule DLC are equally reliable, fans can look forward to seeing a familiar franchise character and a fresh new one.
Civilization 7’s Right to Rule DLC Will Feature a Much-Awaited Leader and Some Interesting Civs

Information gathered earlier this year indicates that the Right to Rule downloadable content (DLC) will showcase these leaders and civilizations:
[List of Leaders and Civilizations]
- New Leaders: Genghis Khan and Lakshmibai
- New Civilizations: Assyria, Silla, Qajar, Dai Viet
Genghis Khan is Coming to Civ 7
Genghis Khan mobilized his nomadic Mongolian forces to mercilessly conquer territories across European and Asian lands such as China, Korea, Kazakhstan, Romania, Moldova, Iraq, among others. These military campaigns gave rise to the Mongol Empire that spanned for 162 years. Known for his military prowess and absolute control, Genghis Khan was renowned for his dominating victories in strategy games like Civilization.
His high standing and historical importance might be the main reason why he’s the sole leader who has been featured in all major versions of the Civ games up until now. In due time, Right to Rule will introduce Genghis Khan into Civilization 7, but as of yet, there is no confirmed or leaked information about his potential character traits, benefits, and goals.
Lakshmibai Returns in Civilization 7
As a history enthusiast, I’m thrilled to share that I’ve been captivated by the life of Lakshmibai, who ruled as the Maharani of Jhansi from 1843 to 1853. When the British East India Company forcibly annexed her state during the tumultuous times, she took a stand and became one of the main figures in the 1857 rebellion – often referred to as the First War of Independence. Her unwavering spirit led her to fight valiantly for her state, ultimately giving her life in defense of it. In the strategic game “Civilization 6”, Lakshmibai is recognized as an esteemed General from the Industrial Era. It seems that she’s set to receive an enhancement as a leader in the upcoming sequel, much like Khan. However, there’s no official or leaked information available regarding her special abilities yet.
Right to Rule Adds Four New Civs
This DLC makes the roster of civilizations more diverse with these four new civs:
- Assyrian: The Assyrians are an ethnic group that originated in Mesopotamia, an ancient region that covers parts of modern-day Kuwait, Iran, Turkey, and Syria. It was a civ in the fifth installment of the game, and it returns as an Antiquity Age civilization in Civilization 7.
- Dai Viet: This was a monarchy whose power covered areas within present-day Hanoi in Vietnam from 968 to 1804. It is also a returning civ from Civilization 5. The seventh game classifies the Dai Viet as an Exploration Age civilization.
- Qajar: The Qajar were an Iranian royal dynasty, which lasted from 1789 to 1925. It’s set to be a Modern Age Civilization in Civ 7.
- Silla: The Silla were a kingdom in Korea which lasted from 57 BCE to 935 CE and ruled over various parts of central and southern Korea. It will be an Antiquity Age civ in Civilization 7.
This DLC offers an abundance of fresh content for players to expand and develop their civilization in novel ways. Unfortunately, enthusiasts might have to exercise patience before they can install this package. Originally scheduled for release in batches from April 2025 through September 2025, the Right to Rule collection has been postponed until summertime in the U.S.
