6. Enel
Doesn’t Care About Regular People

In the Skypiea storyline, Enel served as the primary antagonist. He wielded immense power that he used to instill fear among the island’s inhabitants, leaving them with no other option but to submit to his rule. Enel held a special Devil Fruit known as the Goro Goro no Mi, which granted him the ability to manipulate lightning. Additionally, Enel demonstrated exceptional proficiency in Observation Haki, often integrating it with his Devil Fruit to enhance the power’s reach and precision.
Although Enel possessed an incredibly powerful Devil Fruit, he was defeated by Luffy. After this defeat, Enel journeyed to the land of Fairy Vearth. The details of his subsequent adventure were filled in through a Cover Story, and it became clear that he achieved his objective. Consequently, there is no need for him to relinquish his role as the savior of the Space People.
5. Kaido
Likely Died After Being Beaten By Luffy

Kaido served as the head of the Beasts Pirates and ranked among the Four Emperors, known as the Yonko. He was a merciless individual who often disregarded the wellbeing of his own crew members. Wielding the Uo Uo no Mi, Model: Seiryu, a rare Zoan-type Devil Fruit, Kaido possessed the ability to transform into an Azure Dragon whenever he desired.
In the Wano Country storyline of One Piece, Kaido played a significant role as he was the primary adversary. During this arc, Kaido managed to defeat Luffy on three separate occasions, but eventually fell at the hands of the young pirate. After their confrontation, Kaido plunged into an active volcano. Although we’re unsure if Kaido survived his fall, it seems highly improbable that he will reappear in the Final Saga of One Piece.
4. Shiki
Has Never Appeared In The Current Timeline

Fans have longed and anticipated Shiki’s appearance in the ongoing storyline for quite a while. Yet, it seems unlikely that Oda would introduce him during the climax of the story arcs.
Shiki, a character from an earlier period, was exceptionally powerful and had quite a reputation due to his ties with the Rocks Pirates, conflicts with Gol D. Roger, and his actions that resulted in the devastation of half of Marineford. However, even these impressive feats may not be enough for him to secure a role in the Final Saga. Moreover, Shiki has previously played the antagonist in a One Piece movie, which further reduces his chances.
3. Jozu
Has Not Been Seen Since The Payback War

Jozu served as the Third-in-Command of the Whitebeard Pirates, wielding the Kira Kira no Mi – a type of Devil Fruit that allowed him to alter his physique into crystalline form. Utilizing this supernatural ability, Jozu fortified his defenses and shielded himself from potential assaults.
I’ve been keeping tabs on the Marineford arc, and it was evident that a towering figure, Jozu, played an integral part there. He stood as a shield for Whitebeard, fending off numerous assaults. But ever since the Payback War, he seems to have vanished from the narrative, leaving many of us wondering about his present condition. There’s a distinct feeling that perhaps Jozu met his end, making it difficult for him to rejoin the storyline.
2. Big Mom
Likely Died In The Wano Country Arc

- Defeated by Eustass Kid and Trafalgar Law
In the story of One Piece, Big Mom is among the most powerful characters. She governed Totto Land with unyielding authority, and defiance was rarely seen against her rule. Big Mom consumed the Soru Soru no Mi, a Devil Fruit of the Paramecia class, granting her the unique ability to seize the souls of others.
In the Whole Cake Island and Wano Country storylines, Big Mom plays a significant role. In Wano, she clashed with Eustass Kid and Trafalgar Law, two powerful characters known as Supernovas. To save Wano from impending doom, they had to defeat her in combat. Due to some unusual plot twists by Oda, Big Mom was ultimately defeated and plunged into the depths of a volcano. Given the effort made by Oda to write her out of the story, it seems unlikely that she will reappear for the Final Saga.
1. Eustass Kid
His Entire Crew Was Destroyed By Shanks

Eustass Kid played a crucial role in the victorious coalition during the battle at Onigashima. Initially, he aimed to confront Kaido, but was forced to switch his focus after Kaido publicly embarrassed him. Rather than engaging Kaido directly, Kid joined forces with Trafalgar Law to defeat Big Mom instead.
In the intense battle, Eustass Kid fully utilized the powers of his Jiki Jiki no Mi, which significantly contributed to the Supernovas’ triumph. Afterward, Kid traveled to Elbaf and confronted Shanks, despite Killer’s repeated cautions. Unfortunately, the outcome was as expected—a crushing defeat for Kid, leading to the destruction of his ship. The last sighting of him was him plummeting into the ocean depths. Given that Kid is a Devil Fruit user, prolonged exposure to water could be fatal if none of his crew members rescued him in time, suggesting that Kid may have perished beneath the waves.
