In the sprawling world of “One Piece”, it’s quite intriguing to compare characters based on their overall power and skills, trying to discern who reigns supreme in this grand hierarchy. This practice is often referred to as power scaling, where enthusiasts evaluate characters by considering their actions and achievements within the narrative, then placing them on a scale that ranks the most powerful Marines and Pirates in the story.
Despite what we’ve learned so far, there are some One Piece characters whose true power remains elusive. This could be because they harbor hidden abilities that haven’t been revealed yet, or because they simply don’t get much screen time. Whatever the reason, it’s worth examining these enigmatic characters more closely to understand their full potential.
8. Shiryu
The Ferocious Swordsman Has Largely Been Left In The Shadows

At this stage of the tale, many of Blackbeard’s fearsome pirate gang have had their moments in the limelight, but Shiryu is typically a figure shrouded in obscurity. What can be confirmed is that he’s an exceptionally skilled swordsman, and his lethality has grown even greater since obtaining the Invisibility fruit from Absalom. This artifact grants him the ability to move unseen among his adversaries, striking them down before they even realize his presence.
Although it seems intriguing, Shiryu hasn’t had a chance yet to demonstrate his full potential as a swordsman against another opponent. Additionally, it remains uncertain how he employs his fruit’s power during battles, which is crucial for assessing his true danger level. Consequently, fans are eagerly awaiting more insights into Shiryu in the future.
7. Smoothie
A Sweet Commander With Barely Any Fight Scenes

In the series, the Yonko Commanders are among the most powerful pirates, and typically, Oda provides ample demonstrations of their strength within their individual story arcs. However, Smoothie deviates from this pattern. During the Whole Cake Island arc, she has limited screen time, which is unfortunate given her unique ability to siphon liquid from anyone she touches, an ability that could have been utilized in intriguing ways.
Fans have been speculating about Smoothie’s fighting potential against Luffy and the Straw Hats since her disappearance from the series, as well as the nature of her combat style. As a Yonko Commander, it’s evident that she possesses significant power, but due to limited exposure in the storyline, the full extent of her abilities remains undisclosed.
6. Apoo
One Of The Supernova’s Finest Has A Glaring Weakness

In the popular series One Piece , most Devil Fruits have inherent drawbacks that can be exploited. However, Apoo’s weakness stands out quite clearly. During the Wano arc, it was revealed that Apoo can generate sound waves to infiltrate an enemy’s system and subsequently detonate internally to annihilate them. The catch is, anyone can shield themselves from Apoo’s influence by simply plugging their ears, making it one of the simplest fruits to evade, as long as people are aware of his powers.
Though Apoo might appear somewhat weak, it’s challenging to dismiss the immense destructive force behind his powers. Given that he managed to inflict substantial harm on both Luffy and Zoro, a task not easily accomplished, it becomes puzzling to decide if this renowned pirate is inept at combat or simply a formidable opponent capable of defeating the most powerful adversaries.
5. Koby
Garp’s Latest Trainee Still Has A Lot To Prove

Originally portrayed as a sniveling messenger boy, Koby has progressed significantly from his early appearances in the series. After apprenticing under the revered Garp, Koby climbed the Marine ladder swiftly, eventually earning a spot within SWORD, joining peers like Drake and Helmeppo. However, despite holding a high-ranking position, Koby hasn’t had many chances to showcase the abilities he’s acquired through his diligence and perseverance.
When I tapped into my Honesty Impact, it was evident that I’d gained a fraction of the raw power that Garp was famed for, yet due to limited combat experiences, it remains uncertain just how devastating I can be on the battlefield. Undeniably mighty as a Marine, positioning me above or below other characters with extensive track records of impressive feats and triumphs in this series is a complex task.
4. Urouge
The Mad Monk Is Mentioned More Than He’s Seen
- First Appearance: Episode 392
In the fanbase of One Piece, it’s become something of a recurring humorous observation that Oda has overlooked Supernova Urouge. Compared to other Supernovas, Urouge hasn’t had a significant role in the story since the timeskip, despite being frequently mentioned. However, we’ve learned that Urouge managed to infiltrate Big Mom’s Whole Cake Island and escaped with a Poneglyph, hinting at his extraordinary strength.
Ever since we last witnessed him leaping from Sabaody all those years ago, in a combat scenario, it’s become challenging for fans like me to gauge his true strength compared to his fellow Supernova peers. The last substantial sighting I recall was during Kaido’s grand entrance, but it’s been quite a while since this enigmatic character has physically materialized in the storyline.
3. Enel
Enel Was Taken Out Of The Story Way Too Early
- First Appearance: Episode 167
In the narrative, Enel is a character who seemed overly powerful to be introduced early in the story. However, given his popularity as an adversary among fans, it’s regrettable that he hasn’t made an appearance since he departed for the moon following Skypeia. With his Electricity Fruit and exceptional command of Observation Haki, Enel effortlessly eliminated Sky Island residents from great distances without any physical movement required.
Eventually, he’d find a worthy opponent in Luffy, whose elastic body could neutralize Enel’s electric attacks. Due to Enel’s extended absence from the story, there has been much discussion about how he would fare against present characters like the Admirals or the Revolutionaries. It’s hoped that he might reappear someday to demonstrate his abilities once more; for now, however, he appears to be preoccupied with assembling an army on the moon and doesn’t seem likely to return to Earth any time soon.
2. Weevil
Whitebeard’s ‘Son’ Is Clearly Strong, But Hasn’t Had Much Screen Time
- First Appearance: Episode 751
In the world of “One Piece,” Weevil stands out as a peculiar character with an intriguing background. Initially presented as the son of the legendary Whitebeard, if this claim is true, it implies that Weevil would possess formidable strength merely due to his lineage. Scenes throughout the series demonstrate Weevil’s incredible power, as he has been shown to effortlessly destroy entire villages on his own. The Marines have even found it challenging to capture him following the dismantling of the Warlord system.
Despite getting a decent amount of screen time, the massive character known as Weevil hasn’t had many opportunities to demonstrate his full potential or encounter formidable opponents that could clarify his true strength. Although it’s evident that Weevil is a potent figure, there remains much to discover about this awkward ex-Warlord.
1. Shirahoshi
A Naive Princess Who Could Potentially Destroy The Entire World
- First Appearance: Episode 531
Given Shirahoshi’s tendency to cry often, it might seem like she isn’t much of a fighter. However, her true strength lies in her unique ability to command the Sea Kings, making her essentially Poseidon’s weapon. The power of a single Sea King, demonstrated throughout the series by its capacity to destroy entire ships, should not be underestimated. This is a formidable power indeed.
Despite her potential to manipulate the sea, Shirahoshi’s ability management isn’t fully understood yet. Although she managed to halt the Noah from hitting Fishman Island, it’s likely that she wouldn’t intentionally cause much harm to her adversaries due to her shy nature. Furthermore, it remains undetermined just how many Sea Kings Shirahoshi can command at once, as controlling all of them simultaneously could potentially obliterate multiple islands in an instant.
