As a huge fan of One Piece and someone who has followed the series closely for years, I have to say that each of these characters has left a lasting impression on me with their unique abilities and backstories.
In the early stages of “One Piece,” obtaining a devil fruit was a significant event. These fruits were considered extremely rare, and those who consumed them were viewed with fear by the general population. But as the story progressed, Oda introduced a new ability called Haki, which added another layer to the power dynamic.
There are three distinct varieties of this ability—Armament Haki, Observational Haki, and what is commonly referred to as Conqueror’s Haki. The former two can be acquired through rigorous training. However, the use of Conqueror’s Haki is not something that can be taught or learned in the conventional sense. It is a unique and innate ability possessed by only a select few individuals in the world of One Piece.
Over the course of events, this number has grown significantly, and now nearly every top-tier character possesses it. However, not all of them have fully mastered it, which can be detrimental in battles by leaving them at a disadvantage against their opponents.
21 Saint. Jaygarcia Saturn
Affiliation: World Government
As a devoted gamer, I can tell you that Saint. Jaygarcia Saturn holds the supreme position of power in the realm of science. Similar to the other esteemed Five Elders, he reports directly to Imu, the ultimate leader of the World Government. Endowed with an extraordinary ability, Saint. Jaygarcia Saturn is capable of transforming into a Yokai being, and for him, it’s Gyuki.
In his new form, Saint. Jaygarcia Saturn appears as a colossal arachnid with a bull’s head. His resistance to harm is near invulnerability, making it nearly impossible to defeat him. Moreover, this powerful figure holds the ability of Conqueror’s Haki and can unleash potent shockwaves capable of incapacitating the feeble.
Impressive Achievement: Saint. Jaygarcia Saturn managed to fend off nearly every adversary on Egghead Island effortlessly.
Strongest Attack: He can use his big limbs to tear an individual to pieces.
20 Saint. Marcus Mars
Affiliation: World Government
In a figurative sense, Saint. Marcus Mars holds supreme authority and control over the environmental realm. Despite his aged appearance, he possesses strength surpassing many other characters within the series.
As a gamer, I can tell you that Saint Marcus, my character, possesses an extraordinary ability to metamorphose into Itsumade Yokai. With this transformation comes the incredible power to fly swiftly and unleash potent energy beams toward my adversaries. Furthermore, I’m adept at employing Conqueror’s Haki, as evidenced during the Egghead arc when I utilized it to subdue numerous transponder snails with remarkable ease.
Impressive Achievement: Marcus Mars glided effortlessly over Labophase’s powerful lasers, a feat that usually proved insurmountable for even the strongest adversaries.

19 Saint. Topman Warcury
Affiliation: World Government
Topman Warcury is the embodiment of Justice in its divine form. By transforming into Fengxi Yokai, he gains an extraordinary level of physical power. His skin exhibits an incredible resilience, withstanding even Luffy’s most powerful Gear Fifth attacks without a scratch.
Saint Topman Warcanny possesses the ability to wield Conquering Haki as well. His usage of it was so immense that Marines stationed great distances away succumbed to its effects.
Impressive Achievement: An impressive achievement for him was managing to withstand Luffy’s relentless assaults without displaying the slightest hint of weariness.
An effective assault from Saint. Topman Warcury doesn’t involve named attacks, instead, he relies on the immense power of his large tusks to obliterate any obstacle in his path.
18 Monkey D. Luffy
Affiliation: Straw Hat Pirates
During the Marineford arc, I, Luffy, the captain of the Straw Hats, unwittingly tapped into my Conqueror’s Haki. With Ace’s life hanging in the balance and the Marines preparing to execute him, my desperation ignited a power deep within me. I channeled this newfound ability and knocked out the executioners, saving Ace from certain doom. Ever since then, I’ve been working hard to master all three types of Haki. Now, I can wield their advanced versions, putting me among the most formidable characters in this world.
Luffy’s most impressive achievement to date is undoubtedly facing off against Kaido single-handedly. At the start of the Wano Country storyline, Luffy was knocked out instantly by Kaido, but now he can hold his own against the self-proclaimed “Strongest Creature in the World.””
Powerful Assault: Luffy’s most formidable move is referred to as the Bajrang Gun. He employed this technique to vanquish Kaido, bringing an end to his terror-filled rule. This forceful blow has the capability of effortlessly erasing an entire island from existence.
17 Boa Hancock
Affiliation: Kuja Pirates
I’m a devoted fan, and I’d describe Boa Hancock like this: I admire Boa Hancock, the courageous ruler of Amazon Lily and commander of the Kuja Pirates. Defying the World Government doesn’t scare her one bit. Her devil fruit endows her with formidable abilities, making her a formidable adversary whose attacks are hard to evade. With proficiency in all three Haki types, she’s an unyielding force to be reckoned with.
Biggest Feat: Boa Hancock has not been involved in the last few arcs, but she is still a strong fighter. Her biggest accomplishment is becoming the Shichibukai after her first voyage.
Powerful Assault: Hancock’s Mero Mero no Mi grants her formidable combat abilities. With Mero Mero Mellow, she immobilizes her adversaries, leaving them defenseless for her to finish them off effortlessly.
16 Silvers Rayleigh
Affiliation: Roger Pirates
Rayleigh was a trusted advisor to the deceased Pirate King, Gol D. Roger, and despite his advanced age, he can hold his own against an Admiral in battle. Kizaru acknowledged that capturing Rayleigh would necessitate additional resources. Rayleigh is proficient in all three forms of Haki and passed this skill on to Luffy during the time skip.
Significant Achievement: Silvers Rayleigh is among the rare individuals who lived through the ancient times. Being part of the Roger Pirates, he accomplished the daunting task of mastering the Grandline, earning him a place on the Most Wanted Pirates list. His most noteworthy achievement was rescuing the Straw Hat crew from the clutches of the Navy.
Rayleigh demonstrates formidable combat abilities, effortlessly taking on powerful adversaries. Although he hasn’t been seen using a signature move in the narrative, it can be inferred that he may have unleashed his most potent attack during his confrontation with Kizaru.
15 Shanks
Affiliation: Red Hair Pirates
In the world of One Piece, Shanks is a renowned pirate and the captain of the Red Hair Pirates. He is admired by Luffy and was the initial user of Conqueror’s Haki in this intriguing series.
With his formidable power known as Shanks’ Conquering Haki, he intimidated and harmed the vessel of the King of the Near Sea, Whitebeard.
Impressive Achievement: Shanks is not often outmatched by other characters in terms of power. One of his most notable accomplishments was preventing Kaido from attending the Marineford summit meeting, and subsequently halting the Summit War itself.
Powerful Assault: Shanks is one of the select few characters capable of enhancing their attacks using Conqueror’s Haki. His most formidable technique goes by the name Divine Departure, which he employed to eliminate the entire Kid Pirate crew.
14 Kaido
Affiliation: Beasts Pirates
Kaido, famously recognized as the most powerful being in existence, serves as the primary adversary during the Wano Country storyline. Years ago, he brutally killed Oden. Since then, Kaido has shared power over Wano with Kurozumi Orochi. Equipped with the Uo Uo no Mi, Model: Seiryu, a legendary zoan-type Devil Fruit, Kaido’s might is further amplified. Unremarkably, he possesses the Conqueror’s Haki, enabling him to encase both his body and weapons in this formidable ability.
Impressive Achievement: Kaido’s strength is extraordinary and few characters can match up against him. An impressive accomplishment for him was securing the moniker of “The Strongest Creature on Earth.”
An Equivalently Powerful Move: Among Kaido’s numerous formidable assaults, which left Luffy severely injured, there isn’t one that matches up to Hakai – the attack he unleashed in conjunction with Big Mom.
13 Big Mom
Affiliation: Big Mom Pirates
As a dedicated gamer, I can’t help but be in awe of Big Mom’s formidable presence in the world of One Piece. I’ve come to know her as the fearless leader of the Big Mom Pirates, reigning supreme over Totto Land with her beloved children by her side. It’s no surprise that she’s earned the title of a Yonko, an elite and powerful force to be reckoned with.
Significant Achievement: Mom Big, formerly of the Rocks Pirate crew, has traveled far from her past. She now ranks among the elite, holding one of the coveted Yonko positions – a significant accomplishment that speaks volumes of her abilities and influence.
As a devoted fan, I can tell you that Big Mom’s most formidable assault goes by the name of Hakai. I once witnessed an attempt by Zoro to halt its power, but he came perilously close to meeting his demise during that harrowing encounter.
12 Don Chinjao
Affiliation: Happo Navy
At the Corrida Coliseum, Don Chinjao joined the tournament for the Mera Mera no Mi. As the past commander of the Happo Navy, Don Chinjao possesses a distinctive combat method called Hasshoken. In his best years, he went head-to-head with numerous powerful adversaries, including Monkey D. Garp. During one of these battles, Don Chinjao utilized Conqueror’s Haki against Luffy.
Significant Achievement: Don Chinjao’s most notable accomplishment is going up against Monkey D. Garp in battle. Regrettably, this encounter did not yield a victory for the pirate.
Most Potent Strike: With years of pirate battles behind him, Don Chinjao was no stranger to formidable adversaries. Given that he mastered Hasshoken, it’s only natural that his strongest move draws strength from this martial art. Don Chinjao’s unique Hasshoken technique, Drill Dragon Nail, allows him to shatter numerous ice layers with just the power of his head.
11 Whitebeard
Affiliation: Whitebeard Pirates
Whitebeard once had a fierce rivalry with Gol D. Roger, an impressive achievement on its own. At that time, Whitebeard bore the distinction of being the most powerful individual in the One Piece universe.
At Marineford, Whitebeard held the Gura Gura no Mi, a Devil Fruit of the Paramecia class. Had Whitebeard been in good health, Ace might have lived through the encounter.
Whitebeard, renowned as the “World’s Strongest Man,” maintained this distinction for decades following Roger’s demise. He was the sole individual capable of engaging in an evenly matched battle with the legendary Gol D. Roger.
Whitebeard’s most formidable attack is named Shima Yurashi, which generates colossal tidal waves capable of flooding Marineford Island had it not been held back by Aokiji.
10 Yamato
Affiliation: Wano
Yamato is Kaido’s son and one of the strongest fighters involved in the Onigashima War. He ate the Inu Inu no Mi, Model: Okuchi no Makami, which is a mythical zoan-type devil fruit. Yamato’s devil fruit grants him incredible power. Yamato can use all three types of Haki, and he was able to fight against his father in a 1v1, which is an astounding feat.
Impressive Achievement: Yamato bears a heavy burden of expectation and has consistently met fan expectations. His strength was made clear during his confrontation with his father, Kaido.
I unleashed Hallowed Glacier Slash as my strongest move against Kaido. He put up a valiant effort trying to shield himself, but in the end, the force of my attack sent him crashing to the ground.
9 Gol D. Roger
Affiliation: Roger Pirates
Among all individuals, it was Gol D. Roger who successfully navigated to the last isle, Laugh Tale. Consequently, he posed the greatest danger to the World Government. An impressive bounty, the largest in the series, was placed on his head.
The peerless prowess of Roger was respected not just by his allies but also by his adversaries. Devoid of the power bestowed by a devil fruit, he honed his combat skills through the mastery of Haki. Particularly remarkable was his adeptness in wielding Conqueror’s Haki at an advanced degree.
Biggest Feat: Gol D. Roger was arguably the strongest pirate of his time. His biggest achievement is becoming the first person to conquer the Grandline and being crowned the Pirate King.
In a short span of time on screen, Roger demonstrated why he’s known as the best pirate ever. His formidable move, Divine Departure, knocked Oden of Kozuki off balance and sent him crashing into several boulders.
8 Kozuki Oden
Affiliation: Roger Pirates, Whitebard Pirates
As a curious gamer, I’d put it this way: I, Kozuki Oden, longed to explore every corner of the vast world beyond my Daimyo title in Kuri. So, I made the bold decision to embark on an adventure with the legendary Whitebeard Pirates.
Oden is among the most formidable sword fighters, and by harnessing the power of Conqueror’s Haki, he managed to wound Kaido. It was during his battle with Whitebeard that Oden demonstrated his proficiency in this remarkable Haki technique.
Impressive Achievement: Kozuki Oden’s prowess left an indelible mark on the most renowned pirate community. His might was underscored by inflicting a significant scar upon Kaido’s midriff.
Strongest Attack: Oden’s best attack was Paradise Totsuka. He used it to cut Kaido, who was in his dragon form. This was a big testament to Oden’s strength as a fighter.
7 Roronoa Zoro
Affiliation: Straw Hat Pirates
Roronoa Zoro is a member of the Straw Hat Pirates. Zoro was the first person who accepted Luffy’s invitation and joined the latter on his journey to become the Pirate King. Zoro is a very powerful fighter, and he possesses all three types of Haki. Zoro was able to use Conqueror’s Haki unknowingly against Kaido.
As a devoted admirer, I’d express it this way: I was thrilled when Zoro used his newly gained strength to vanquish Kaido’s trusted lieutenant. But what truly left me in awe was when he left an indelible mark on Kaido himself.
In the thrilling Wano Country arc, I watched as Zoro crafted his deadliest move yet, the King of Hell style, to take down the formidable foe, King. His most powerful attack is named Three-Sword Serpent: 103 Mercies Dragon Damnation. This unforgettable technique left me on the edge of my seat as I witnessed Zoro use it to finally vanquish King from the battlefield.
6 Eustass Kid
Affiliation: Kid Pirates
Eustass Kid is part of the infamous “Worst Generation” group of pirates. Known for his notorious reputation as a pirate, Kid harbors aspirations to claim the title of Pirate King. At present, he joins forces with Trafalgar Law in confronting Big Mom. Kaido has revealed that Kid wields the power of Conqueror’s Haki. However, it remains uncertain if Kid fully commands this formidable ability.
In the Wano Country storyline, Eustass Kid achieved his greatest accomplishment by successfully defeating Big Mom with some assistance from Trafalgar Law.
As a long-time fan of One Piece, I can tell you that the Strongest Attack used by Kid against Big Mom was nothing short of breathtaking! Having followed the adventures of these characters for years, I’ve seen some impressive feats, but this one stood out.
5 Sengoku
Affiliation: World Government
In simpler terms, Sengoku was once the high-ranking Marine officer in charge of the entire fleet during ancient times. He’s renowned as one of the greatest warriors from the past. Sengoku holds the Devil Fruit named Hito Hito no Mi, specifically its Daibutsu model.
As a gamer, I can tell you that I, Sengoku, have earned the respect and recognition of the Pirate King for my exceptional fighting skills. I’m the unique Marine among them, endowed with the rare ability to wield all three forms of Haki: Armament, Observation, and Conqueror’s.
Sengoku was acknowledged as one of the Navy’s strongest fighters by Roger himself. Sengoku’s biggest achievement was defeating and capturing Shiki.” could be:
Strongest Attack: Sengoku’s attacks haven’t been named in the manga. Although they were later named in One Piece: Burning Blood. The attack that Sengoku used against the Blackbeard Pirates is called Impact Wave. It was strong enough to injure several pirates.
4 Charlotte Katakuri
Affiliation: Big Mom Pirates
Charlotte Katakuri is one of the Sweet Commanders of the Big Mom Pirates. Before fighting Luffy, Katakuri boasted of an unbeaten record. Katakuri can use all three types of Haki and he can actually use the Advanced versions of both Armament and Observational Haki.
As a gamer, I can tell you that Charlotte Katakuri gave Luffy one heck of a challenge during our recent battle. His previous record of never having been defeated was truly impressive. But when it came down to it, I had to dig deep and come up with something new – a fresh take on Gear Fourth – in order to emerge victorious.
In the battle between Luffy and Charlotte Katakuri in the Mirror World, Katakuri employed an powerful move named Buzz Cut Mochi. The force of this attack came close to rendering Luffy unconscious.
3 Doflamingo
Affiliation: Donquixote Pirates
In the current scenario of Impel Down, Doflamingo stands out as one of the most formidable antagonists in “One Piece.” He consumed the Ito Ito no Mi, a Paramecia-type Devil Fruit, which grants him the power to manufacture and manage strings at his disposal. Activating his Conqueror’s Haki while being hung by enraged civilians marked Doflamingo’s awakening of this ability. By employing Conquerer’s Haki, he can effortlessly subdue weaker opponents.

Significant Achievement: Despite passing away prematurely, Ace’s legacy lives on through Sabo. His fighting abilities were far from ordinary, and he demonstrated this by preventing Blackbeard from capturing Luffy.
Strongest Attack: Ace developed many strong techniques, and he used them to take down many strong opponents. His strongest attack was the Great Flame Commandment: Flame Emperor, which he used while fighting Blackbeard.
