According to the fresh details provided, they have eliminated the Elite Raid Gym prerequisite and may also introduce Remote Raid passes.
Pokemon GO Mega Rayquaza Makeup Raid Event Schedule

- Time – 11 am, 1 pm, 6 pm local time
During the Pokemon GO Mega Rayquaza Raid event in three stages, Mega Rayquaza will emerge from Raid Eggs at 11 am, 1 pm, and 6 pm local time on August 3. All Gyms are included in this raid, allowing players without Elite Raid Gyms close by to participate as well. Moreover, the Remote Raid Pass limit has been extended to 20 from August 2, 5 pm, to August 3, 2024, 8 pm. Although not explicitly mentioned, the increase in Remote Raid Passes implies that the raid might be accessible remotely.
