As a scholar of the One Piece universe, I find myself constantly amazed by the intricate lives and extraordinary abilities of its characters. Among them, Sabo, the sworn brother of Luffy and Ace, stands out as one of the most fascinating figures. Born into nobility but rejecting its decadence, he chose the path of revolution and became second only to Monkey D. Dragon in the Revolutionary Army.


As a dedicated fan of the One Piece series, I’ve always found the concept of bounties intriguing, especially as the storyline evolves and unfolds. At first, these bounties were primarily held by pirates, serving as an indicator of how much threat the World Government perceived each major pirate to be. However, what really caught my attention was the introduction of another criminal group – the Revolutionary Army. Unlike typical pirates, who fight for wealth or power, revolutionaries are driven by a grander ambition: challenging the World Government’s control over various nations. Given their active opposition to the government, it comes as no surprise that revolutionary bounties often rank quite high.

A newer complication in the bounty system is the emergence of the Cross Guild, a formidable pirate-led military group capable of placing bounties on Marines. It’s now evident that bounties are no longer exclusive to pirates. Although some individuals may have retired from piracy but still hold substantial rewards, this compilation will highlight figures who, at present, do not carry the label of being serious pirates. We’ll also concentrate on bounties with a definite range (like characters who had a documented minimum or maximum reward). Individuals like Ivankov and Dragon, whose bounties are solely speculative for now, will not be included in this list.

7 Nico Olvia

Bounty: 79,000,000 Belly

Despite never being a pirate herself, Robin’s mother had understood that her research made her vulnerable. She aimed to explore the Poneglyphs to reveal the truth about the Void Century, a period still shrouded in mystery. Unfortunately, she and several other archaeologists from Ohara were captured. Tragically, she met her end during the World Government’s Buster Call on Ohara, an attack that destroyed the city’s surface and claimed the lives of most of its inhabitants. The only known survivor was Nico Robin, who eventually joined the Straw Hat Pirates.

Olvia’s wealth was disclosed in the “Vivre Card – One Piece Visual Dictionary.” Despite this, it remained unclaimed during her lifetime. However, the events leading to her demise sparked a new wave of bounties for non-pirates. A former Marine named Monkey D. Dragon was appalled by the actions of the World Government and motivated to establish the Revolutionary Army to prevent tragedies like the massacre at Ohara, aiming to stop similar injustices.

6 Lindbergh

Bounty: 316,000,000 Belly

Lindbergh serves as a commander in the revolutionary forces, leading their southern division. He is often referred to as a “cat mink,” demonstrating his fondness for developing war-related technology. Some of his notable inventions include the Cool Shooter, a weapon capable of freezing certain body parts, and a Laser gun, which he utilized to sever the chains of slaves owned by the World Nobles.

Lone among commanders, Lindbergh’s rank earns him a substantial reward, with each having at least 100 million Belly bounty on their person. The specific amount for Lindbergh remains undisclosed, but it is slightly greater than that of his comrade Morley, a towering and powerful figure who once sailed as a pirate.

5 Karasu

Bounty: 400,000,000 Belly

Karasu oversees the northern division of the Revolutionary Army. His imposing plague doctor mask functions as a speaker system for his mumbled speech to be audible. Occasionally, he forgets to activate it. Notably, he demonstrates impressive combat skills in matches with Fujitora, one of the World Government’s admirals.

Karasu wields the abilities granted by the Susu Susu no Mi, a Logia-type Devil Fruit that enables him to generate soot. He frequently employs this soot to conjure flocks of crows, which serve multiple purposes such as transporting items, rescuing people, and neutralizing opponents in battle. This diverse set of skills helps explain why some authorities regard him with a degree of apprehension that exceeds that felt towards several of his peers.

4 Belo Betty

Bounty: 457,000,000 Belly

Betty serves as the second commander known for the eastern sector of the Revolutionary Army. The position she now holds was previously occupied by Ginny, who was both Kuma’s lover and the mother of Bonney. Betty’s appearance is modeled after Marianne, a representation of the French Republic often revered as a goddess of freedom and an emblem against monarchy. More specifically, Betty’s design bears resemblance to Marianne in Eugène Delacroix’s painting titled “Liberty Leading the People“.

As a long-time observer of the revolutionary movement, I have witnessed many individuals who possess unique abilities and strengths that make them formidable opponents. However, one individual stands out as particularly dangerous: the bearer of the Kobu Kobu no Mi, whose name is unknown to me but whose influence is undeniable.

3 Koby

Bounty: 500,000,000 Belly

  • Longtime ally of Luffy, knew him before the formation of the Straw Hat Pirates
  • Known as a hero for his actions in the Rocky Port Incident

Originally held captive by pirate Alvida, Koby later found freedom at Luffy’s hands. Pursuing his lifelong ambition to join the marines, he worked hard and eventually achieved promotion to Captain. Now serving with SWORD, a covert Marines division, Koby technically resigned but continues to carry out assignments on their behalf. He was hailed as a hero following the Rocky Port Incident, though specifics of his role and the incident itself remain undisclosed.

Despite this difference, his unique status earned him a reward five times greater than the typical Captain’s. He had once been held captive by Blackbeard, with the Emperor intending to leverage him in negotiations with the World Government. Given his substantial bounty, there’s a strong chance he could be captured again if he isn’t cautious.

2 “Flame Emperor” Sabo

Bounty: Over 602,000,000 Belly

Though born into a noble family, Sabo’s contempt for his kin led him to form close ties with numerous notorious criminals. He shares a brotherhood bond with two prominent pirates, Luffy and Ace. While Sabo yearned to be a pirate, he could only hoist the flag before being fatally shot by Jalmack, a World Noble. Later, he was found by the Revolutionary Army and worked his way up through its ranks, eventually becoming their second-in-command, subordinate only to Monkey D. Dragon – who happens to be Luffy’s father.

He consumed the Mera Mera Fruit, previously belonging to Ace. This Devil Fruit gives him the ability to manipulate and transform into fire, making him one of only two known Logia users serving in the Revolutionary Army. As per Vivre Card, his current bounty is unspecified, but it’s presumed to be higher than before, as he spearheaded an assault against the World Nobles, with the goal of liberating his fellow soldier, Kuma.

However, it seems that Dragon, dubbed the “World’s Worst Criminal,” may have a more substantial record of misdeeds compared to him, given his history of widespread anti-government activities.

1 Monkey D. Garp, and The Three Admirals

Bounty: 3,000,000,000

  • Garp is the father of Monkey D. Dragon, the leader of the Revolutionary Army, which became a scandal when leaked to the public. He is also Luffy’s grandfather.
  • Each Admiral has a Devil Fruit. Kizaru’s gives him light powers, Ryokugyu’s gives him forest powers, and Fujitora’s gives him gravity powers
  • Although all of them are at least somewhat loyal to the government, their own personal philosophies tend to differ greatly

A law-abiding man, Monkey D. Garp despises the fact that his known relatives are largely criminals. He has repeatedly thwarted pirates, including the likes of Rocks D. Xebec, who formed a pirate crew many future Emperors would stem from. He was also a consistent rival of the legendary Pirate King, Gol D. Roger. His achievements are such that he has continuously been offered promotions from his current rank of Vice Admiral. However, he has turned them down every time, out of a personal dislike for World Nobles, who he believes he would be forced to work more closely with as a Marine Admiral.

Different Admirals exhibit diverse moral compasses. For instance, Issho/Fujitora often acts against commands when he feels it’s right, defying authority, while Borsalino/Kizaru follows orders unquestioningly due to his high rank, though he sometimes hesitates before attacking former allies. As for Aramaki/Ryokugyu, we haven’t seen much of him yet, but he is portrayed as a firm follower of the World Nobles’ ideals, viewing them as divine entities.

As a seasoned pirate hunter with years of experience tracking down some of the most dangerous criminals in the Grand Line, I can confidently say that these four Marines share a remarkable similarity – they all carry the same astronomical bounty on their heads. This impressive ten-figure sum places them at the pinnacle of Cross Guild’s bounty system, making them the self-proclaimed “Emperors” within this notorious organization. It is worth noting that each of these bounties matches precisely the amount the World Government has put on Luffy’s head – a testament to their fearsome reputation and power.
