For over 28 years, One Piece has given fans a huge cast of amazing fighters. Eiichiro Oda’s story features many powerful groups competing for control of the seas, like the Yonko, the Marines, the former Shichibukai, and the Revolutionaries, to name just a few.
The rankings among the strongest characters in One Piece are always shifting, particularly when characters die or lose. As of 2025, a particularly interesting group of powerful characters are leading the way.
Dracule Mihawk
Mihawk is an incredibly powerful character in One Piece, though he hasn’t revealed the full extent of his abilities yet. As “the World’s Strongest Swordsman,” he’s the most skilled fighter with a blade in the series. He’s currently working with the Cross Guild to target the Marines. Armed with his exceptionally strong sword, Yoru, Mihawk is a formidable opponent who could challenge anyone in the One Piece world.
Five Elders
The Five Elders are incredibly powerful and represent one of the greatest threats in the world of One Piece. While fans have known about them for some time, their true strength has only recently been showcased on Egghead Island. They possess extraordinary, mythical abilities called Yokai, and are seemingly immortal. In addition to these powers, each Elder has a mastery of Haki. Following Saturn’s apparent defeat, a new and formidable member, Saint Garling Figarland, has joined their ranks.
Akainu
Besides Garp, Akainu, whose real name is Sakazuki, is arguably the most notable Marine. Initially appearing as an Admiral in One Piece, he’s since been promoted to Fleet Admiral. Thanks to his magma-based Devil Fruit ability, Akainu is one of the series’ strongest fighters, and we’ll likely see the full extent of his power in the Final Saga.
Garp/Gaban/Rayleigh
Eiichiro Oda, the creator of One Piece, frequently references older storylines and characters, so many classic legends are still relevant. For example, powerful figures like Garp, Gaban, and Rayleigh are still active in the story despite being quite old. Garp recently demonstrated his incredible strength by nearly defeating the Blackbeard Pirates all by himself.
On the island of Elbaf, Gaban demonstrated a way to overcome immortality and even defeated a Holy Knight with a single blow. At the same time, Rayleigh protected the Kuja tribe by intimidating Blackbeard’s pirates on Amazon Lily. These individuals are all similarly powerful, each displaying masterful control over advanced Conqueror’s Haki.
Loki
Loki, also known as the Accursed Prince of Elbaf, is expected to be a major player in the current storyline. While we haven’t seen the full extent of his abilities yet, the story is hinting that Loki will be incredibly powerful and a formidable opponent.
Rumors claim Loki has a powerful, mythical Devil Fruit. Even before he ate it, stories circulated that he defeated his father, Harald, who was as strong as the legendary Rocks D. Xebec. Remarkably, he accomplished this without the fruit’s power or his famous weapon, Ragnir. Loki was such a formidable opponent that it took Shanks to finally beat him.
Monkey D. Luffy
After the intense battles in Wano, Luffy rose to become one of the most powerful characters in One Piece. He achieved the rank of Yonko and awakened the full power of his Devil Fruit, manifesting as Gear 5. Luffy is now also highly skilled in all three types of Haki.
Although Luffy wasn’t strong enough to beat the Gorosei on Egghead, he did manage to give them a hard time. He’s still growing in power, but very few characters in One Piece could currently challenge him.
Monkey D. Dragon
Monkey D. Dragon is Luffy’s father and the leader of the Revolutionary Army, currently posing the greatest challenge to the Celestial Dragons. While his fighting abilities and Devil Fruit power remain a mystery, Dragon has the potential to overthrow the World Government. He’s believed to be at least as powerful as the Yonko, and possibly even stronger.
Blackbeard
After Whitebeard’s defeat, Blackbeard rose to become one of the four most powerful pirates, known as a Yonko, and he’s only gotten stronger since then. He possesses two incredibly rare and powerful Devil Fruits: the Yami Yami no Mi and the Gura Gura no Mi. Even without these abilities, Blackbeard remains a formidable and dangerous opponent.
He did manage to seriously wound Shanks years ago, and it wasn’t due to any carelessness on Shanks’s part.
Shanks
Currently, Shanks, the red-haired pirate, is widely considered the most powerful of the Four Emperors (Yonko) in One Piece. Recent events in the story have clearly demonstrated his incredible strength.
Shanks effortlessly defeated Eustass Kid, a powerful pirate with a bounty of 3 billion berries, with a single attack. His Haki is incredibly strong, drawing comparisons to the legendary Joy Boy. He also defeated Loki, who was strong enough to kill Harald, a rival of Rocks D. Garp. This suggests Shanks might be as powerful as Roger in his prime, or possibly even stronger now.
Imu
It’s clear that Imu is the most powerful character in One Piece, surpassing everyone else, living or deceased. The events at God Valley demonstrated Imu’s overwhelming strength – they effortlessly withstood attacks from six of the strongest characters ever: Roger, Rocks, Big Mom, Kaido, Garp, and Whitebeard. Most impressively, Imu defeated Rocks D. Xebec with ease, a feat no other character has ever accomplished.
