The campaign in Anno 117: Pax Romana serves mostly as an introduction to the game’s mechanics before players begin the open-ended sandbox mode. The story concludes when the governors bring peace to Voada, but the game doesn’t end there. After the campaign, players transition into an endless sandbox experience. Here’s a complete guide to the campaign in Anno 117: Pax Romana.
How Long To Beat Anno 117 Pax Romana Campaign
As a big fan of Anno 117: Pax Romana, I’ve found you can usually finish the campaign in about 8 to 12 hours – most players take around 10. I’ve learned that if you focus on diplomacy, you can really speed things up! But if you prefer to go in guns blazing and take a military approach, it’ll take longer because you need to spend time building up your army to deal with the enemies.
Latium Storyline – Anno 117 Pax Romana Campaign Walkthrough
Okay, so when you first drop into Latium, the very first thing you gotta do is get a Woodcutter and a Sawmill built. Seriously, build those right away – they’re essential for getting resources!
Okay, so as a player, I’ve figured out that if I want my Woodcutter to actually do anything, I need to make sure it’s near a forest, obviously. But the Sawmill? That’s a bit trickier. It needs to be pretty close to either a Warehouse or a Trading Post – like, a harbor will do – so it has somewhere to actually store all the wood it’s making. Otherwise, it just piles up and I can’t use it!
Once you’ve constructed homes and fully satisfied your citizens’ needs for food, public services, and fashion, you’ll receive an Imperial Invitation. This presents a choice: do you bring sardines with you, or go alone?
When the Imperial ship lands at your dock, tap it to accept the invitation. You’ll follow these steps to start quests throughout the game.
When playing as Marcia, you can repeatedly check on the sick wing, but this doesn’t affect the game. It’s purely a way to learn more about the story.
Keep working through the current tasks until you reach the quest called ‘Lucius’s Strange Demands’. After that, you’ll begin the ‘Julia’s Birthday’ quest.
To start Julia’s Birthday quest, you need to travel by sea to Lilybaion and collect the drapes. First, choose which of your ships you’ll use, and then set sail for Lilybaion.
Once there, interact with the harbor to pick up the drapes, then sail back to Julia.
Once you’re done with that, you’ll need to give Julia 5 Garnum. To do this, select your main ship when it’s near your trading post. Then, look for the trade button – it’s below the ship icon on the right side of the screen and click it.
Move the Garnum onto the ship, and then return to Julia. After that, Lucius will request the governor to send for Tiles. Make sure you get everything prepared and delivered to him when he asks.
During gameplay, you might encounter the Julius Lupus brothers, Brutus and Gaius. You can choose either one to join Juliana as a special helper.
Once Julia has the Tiles, she’ll ask you to find Diana and invite her to Julia’s birthday party. You’ll then need to decide whether or not Diana should come.
Okay, so at Julia’s party, something pretty wild happens – trust me, it’s a scene! Once she’s recovered, she’ll ask us to take Lucius’ body back to our island. We need to sail to the dock near the Amphitheater, and then just follow the next set of instructions to continue the quest. It’s a bit of a job, but let’s get it done!
Once Calidus takes Lucius’s place as the emperor, you must hand him your flagship on his island.
Calidus will seize your main ship and banish you to Albion. Because he’s taken your vessel, you’ll need to construct a new one within the game Anno 117: Pax Romana to make the journey.
To continue your quest, you need to construct a Penteconter. Alternatively, you can sail to Albion on a Trireme, which is a larger, more spacious ship. However, building a Trireme requires some research, and that could take extra time while you’re still in Latium.
Unlike some other areas, there’s no time limit to move to Albion. While Calidus will constantly attack and put pressure on players, you can stay in Latium as long as needed without penalty. This lets governors gather enough resources to thrive in Albion or take advantage of research opportunities in Latium.
If you’re building a ship, it’s most efficient to create a civilian transport with as much cargo space as possible. This allows you to easily bring building supplies to Albion.
Once your ship is built, head back to Calidus and pick up an Elephant. This Elephant is just for the narrative, but it will take up space on your ship.
Okay, time to head back to my ship. I need to grab some supplies and send them over to Albion. And I should probably swing by and say bye to Julia before I go, too.
Okay, so before I head to Albion, I need to make sure I take off all the specialists I’ve assigned to Juliana. Apparently, if I don’t, I won’t be able to use them in the new region, which would be a bummer!
Once ready, interact with the escort fleet to leave Latium and go to Albion.
Albion Storyline – Anno 117 Pax Romana Campaign Walkthrough
When you start playing Albion, you’ll need to choose between Cudslip and Cragmore as your starting town. Cudslip is usually better for new players because it has more available land, while Cragmore offers a more challenging experience. You can actually use both towns eventually, but you’ll have to pay a fee to establish a second Trading Post.
When the Procurator offers some money from Calidus, it’s safe to accept the Campaign Funds.
After exploring Whitecliff in the An Illusion of Security quest, you’ll get a new flagship.
To understand Albion better, follow Manx to Voada’s Hillfort by escorting his ship.
Send one boat with Manx, and use the other to land on an island. Explore the shipwrecks near Cudslip and Cragmore – they contain materials that can give you a helpful advantage.
After meeting Voada, your priority should be constructing a Barracks. However, building it will make Voada attack you, so it’s wise to wait until you’re prepared for a fight. Here’s how to get ready:
- Set up production for weapons.
- Construct defense towers.
- Raise the workforce to man the towers and recruit as troops.
- Build military ships.
Albion features two main types of workers: Roman and Celtic. When you upgrade your first worker’s house, you’ll need to choose which type to focus on. If you pick Roman Mercators first, you won’t be able to recruit Celtic Smiths until you reach the Nobles tier. Conversely, if you choose Celtic Smiths initially, you’ll need to attract an Alderman (the tier 3 Celtic worker) before you can get Mercators. Basically, you can’t have both types of workers right away – you need to progress in one tier before unlocking the other.
The Roman civilization will feel familiar to players who have experience with the Latium civilization. It’s also easier to unlock advanced units, called Nobles, with the Romans because their Procurator building sells many of the necessary resources. Choosing the Celts, on the other hand, requires more effort to unlock their equivalent advanced unit, the Alderman.
When you’re ready, start constructing the Barracks. Then, just follow the on-screen quest guide to advance in the game.
Villagers will soon bring requests, so pay attention to how your choices impact your stats in Anno 117: Pax Romana. It’s a good idea to save your game first, just in case you want to try different options.
Voada will be attacking shortly, so ensure your forces are prepared. Once Voada is defeated, you’ll need to handle the aftermath. You can choose to do this through diplomacy or by using military force.
During the ‘End of a Crisis’ event, you’ll have the option to pledge to secure Ben’s release. You can actually follow through on this promise once you’ve completed the main Albion storyline, ensuring it’s not just an empty commitment.
In addition to dealing with the Voada issue, Calidus wants to protect the Limes. This will give you an extra, optional mission called ‘Secure the Limes’.
First, choose Athr’s Governor Villa and follow the on-screen directions. This will begin the “A Beast of Lore” quest in Anno 117: Pax Romana.
Follow the next sets of missions to build walls, gates, and more troops.
Okay, so after finishing up what I did before, I need to find the Embezzling Tax Collector. Luckily, the game makes it easy – I just pinned the quest and now there’s a marker on my map showing me where to go! Once I get there, I need to talk to some thieves to catch them, apparently.
Finally, Calidus asks for a hefty 50,000 Denarii at the end of the Secure the Limes quest.
Diplomacy Solution – Anno 117 Pax Romana Campaign Walkthrough
To succeed with the diplomatic approach in the game, you need to build a positive relationship with Voada until your reputation with her reaches +1. Here’s how to improve your standing with her:
- Pay ransom
- Offer gift
- Have a large army
- Avoid Romanizing the Celts
However, the easiest way to convince Voada to offer a ceasefire is by doing these quests:
- The Roots of Our Ancestors: Avoid cutting the sacred tree.
- The Lost Cohorts: Choose not to punish the deserters.
- Celtic Captives: Return the captive to Voada.
Celtic Captives
Once you’ve finished the other two missions, you’ll start the Celtic Captives quest. Go talk to the Procurator about the prisoner to begin it.
Interact with the top-right cell to choose the right prisoner.
Okay, so I’ve got a choice here. I can act like I want to buy Aodhan to put him to work, or… well, the other option just sends him straight to the capital. But if I do that, Voada’s gonna be really mad at me – like, lose 40 points mad. So, pretending to shop for labor seems like the safer bet right now.
Pay 20 Eels to buy Aodhan from the Procurator.
After that, you can decide whether to send Aodhan back to his people. Doing so will greatly improve your standing with Voada, giving you a +220 point boost. If you let him go free instead, nothing special will happen, though he’ll be sad, as he’d prefer to travel with you.
Choosing to keep Aodhan will lower your standing with Voada by 60 points, but Aodhan will become a valuable asset specializing in tasks for your city.
Military Solution – Anno 117 Pax Romana Campaign Walkthrough
The following missions are related to the military solution in Anno 117: Pax Romana campaign:
Main Task
- Conquer Carraig Mhor, destroy Voada’s Hall of Chiefs and 80% of her fortifications.
Optional Task
- Destroy Voada’s Supply Fleet.
- Destroy Voada’s hidden outposts.
- Send out land units to torch the Granary.
To succeed in this path, players need to create an army and a navy, then scout the world to find key locations belonging to Voada. Reducing her strength in Albion will make the primary quest much easier.
