
Persona 5 Royal improves on the original Persona 5 with enhanced Palaces and extended boss battles. One particular challenge is Kunikazu Okumura, the boss of the fifth Palace, who is significantly harder to defeat. This fight is especially frustrating because it’s the only one with a time limit – if you don’t win within 30 minutes, the game ends.
There are several strategies to help you win the Okumura boss fight in Persona 5 Royal, and we’ve explained them below. We’ll cover everything you need to know – including the best team compositions, Persona skills, useful items, confidant abilities, and how to exploit Okumura’s weaknesses – so you can confidently beat him in Persona 5 Royal.
How to Prepare for Okumura in Persona 5 Royal
To beat Okumura, it’s best to be around level 44 when you send him the calling card, and to plan your team and items beforehand. His robots get stronger with buffs, so bring a character who can cast Dekaja – a spell that removes those buffs from enemies. Ann Takamaki/Panther learns Dekaja at level 16, making her a great choice for this fight. It’s also helpful to have someone who knows Dekunda, a skill that removes harmful effects from your entire team.
Don’t worry if you erased Dekaja, as Ann can relearn it by going to the Confessional in Kanda.
If your Panther isn’t strong enough, or you prefer not to use her, you can obtain Dekaja from these other Personas:

There’s another way to get Dekaja: use Mokoi in the Electric Chair during a Fusion Alarm. This allows any of Joker’s Personas to learn the skill.
Recommended Team
The recommended team to beat Okumura with in Persona 5 Royal is:
- Panther (for Dekaja)
- Noir (for Mapsio and Amrita Drop)
- Morgana or Queen (for Mediarama, Magaru, and Rakukaja/Masukukaja)
You can customize your team in Persona 5, but it’s best to include Morgana and Noir. If you’re using Noir (Haru), definitely play darts with her at the Penguin Sniper Lounge in Kichijoji. This will strengthen her Baton Pass skill and give you a big advantage when battling Okumura.
Team Skills
Okay, so as a big Persona 5 fan, one thing I always make sure of is that every member of my Phantom Thieves has learned a ‘Ma-Skill’! These are like their special Affinity Abilities – things like Frei, Psio, or Agi – and the awesome part is they hit all the enemies at once! By this point in the game, each Phantom Thief should at least have one of their Ma-Spells learned. It’s a total game-changer!
It’s helpful to have a Phantom Thief who can boost the team’s stats, either increasing their accuracy and evasion or their defense. Yusuke learns a skill at level 49 that boosts accuracy and evasion for the whole team for three turns. Makoto’s Persona learns a skill at level 48 that boosts defense for three turns. If these characters only have skills that boost accuracy or defense individually, have them cast those buffs on the Phantom Thief that Manabu Okumura is targeting.
When Milady, the Persona of Haru/Noir, joins your party, she’ll come with a spell called Amrita Drop. It’s important to keep this spell, as it cures all ailments affecting your team. This is especially helpful because Okumura can inflict the Hunger ailment on everyone.

Confidants
While not essential for defeating Okumura, maxing out Hifumi’s Confidant (Rank 10) is highly recommended. This unlocks the Togo System ability, letting you switch party members on any character’s turn, which is much faster than constantly switching back to Joker to make changes.
Reaching Rank 2 with Maruki as a Confidant unlocks the Detox X ability for Joker. This ability occasionally removes any status ailments Joker might get, but it only affects him – the other Phantom Thieves won’t benefit. During the boss fight, if Joker gets the Hunger status effect, Detox X might activate and save him a turn.
While not essential for defeating Okumura, leveling up the Strength Confidant (Caroline and Justine) will make the fight significantly easier. This allows you to fuse powerful Personas with useful Psy and Curse abilities.
Okumura Boss Walkthrough in Persona 5 Royal
Okumura’s fight has a 30-minute time limit. Because there’s a lot of dialogue during the battle, it’s best to press and hold the Triangle (or Y) button to skip it.
To beat Okumura, you must destroy all the robots simultaneously. If even one robot survives after three others are defeated, it will escape, forcing Okumura to rebuild the entire robot lineup and restart the fight. Also, if Okumura orders a robot to self-destruct, it doesn’t count as a defeat, so the cycle will begin again.
Even if the Phantom Thieves knock down Okumura’s robots, they won’t be able to finish them with an All-Out Attack. But you can still use Baton Pass to continue the fight.
First Wave
When the battle begins, Okumura will deploy a row of Corporobos, each with a power level of 43MDL-WKR. These robots will then attack a random Phantom Thief each turn. However, Okumura will switch targets and attack differently each time he sends out a new group of Corporobos.
These MDL-WKRs are all vulnerable to Fire and Wind attacks, but resistant to most other types of damage, except for Gun attacks. To effectively fight them, try using Panther’s Maragi skill or Morgana’s Magaru skill.
Okay, so I’ve learned that when I’m Baton Passing, it’s super important to end the pass on my strongest team member – the one who’s gonna wreck the most robots in the next wave. That way, I keep maximizing damage while chaining those Ma-Skills together. Basically, pass to the damage dealer!
Second Wave
After defeating the WKRs, Okumura will call on Cognitive Haru for help. Cognitive Haru gives Okumura the ability to take two turns in a row, letting him weaken your team before strengthening his robots.
The next enemy you’ll face is Corporobos MDL-CH, which is weak against Ice and Psy attacks. Start by removing its Defense boost with Dekaja (or Baptismal Water). Then, use Haru’s Mapsio to knock the enemies down, and finish them off quickly.
Third Wave
Okay, so when the third wave hits, you’re facing a ton of those MDL-AM robots. They’re super tough and basically nothing works on them except Gun, Electricity, and Nuke attacks! As a fan, I’ve found Makoto’s Mafrei or Ryuji’s Mazio are perfect for taking them down. If you want something that hits everyone at once, Haru’s Triple Down is great – it does 1 to 3 Gun damage to all the enemies, which really helps clear things out quickly!
It’s a good idea to regularly use Dekaja (or Baptismal Water) to improve your skills, ensuring all enemies receive the same amount of damage.
Fourth Wave
The fourth wave of enemies consists of MDL-DM robots, and like before, they’re only vulnerable to Gun, Wind, and Bless attacks. They’re particularly weak to Wind and Bless, making Morgana’s Magaru skill very useful. If Joker has a Persona with Bless skills, definitely use it to help take them down.
Fifth Wave
The fifth wave of enemies, called MDL-GM, are very tough. They’re resistant to most types of damage, including elemental attacks and physical hits, except for guns. Your best bet is to use psychic (Psy) and curse-based attacks against them. Focus on your strongest Psy and Curse skills, or equip items that inflict those types of damage, like Godly Magatama, Psy-Wheel, and Five-inch Nail.
Sixth Wave
Okumura will deploy MDL-ED. Defeating him is challenging, but luckily he has no weaknesses, meaning you can use your most powerful attacks. If your team is running low on SP, use items like Leblanc Coffee to restore it, or switch out tired characters for those waiting in the back.
Now that no enemies are weak to specific attacks, you don’t need to focus on keeping certain team members in the front.
If MDL-ED uses Big Bang Order, the most effective counter is to Block. Following this, his Big Bang Challenge attack will deal significant Almighty damage, increased by 2.5 times, and cause the Hunger status effect to all those hit. Importantly, if a character already has Hunger, Big Bang Challenge will remove it.
Final Wave
Once you’ve beaten MDL-ED, Okumura will send out Cognitive Haru. She isn’t very strong, but she has a dangerous ability called Selfless Devotion that she uses when she’s close to being defeated. This ability will destroy her, but also inflict a lot of powerful Almighty damage on your entire team. Your best strategy is to Block when Okumura orders Cognitive Haru to sacrifice herself. If Joker is knocked out, the game ends immediately, even if the rest of your team is still alive.
Once all of Okumura’s robots are destroyed, he’s very vulnerable and can be defeated quickly with just a few attacks. After you beat him, you’ll see a cutscene, and then you should save your progress.
Pay attention to the timer during the battle. If the Phantom Thieves haven’t defeated MDL-ED by the sixth wave with only 5-10 minutes remaining, it’s usually best to start the battle over.
