Despite providing amusement as he fostered Shigaraki Tomura’s transformation into a villain, All For One deemed Bakugo irrelevant and therefore prioritized Midoriya Izuku, the ultimate bearer of One For All.

It turned out to be a disadvantage for Bakugo when All For One and Shigaraki discovered that he was Izuku Midoriya’s vulnerability. This revelation came about during the Paranormal Liberation War arc, when Bakugo was pierced by one of Shigaraki’s powers after pushing Izuku out of harm’s way. In the absence of Midoriya, Shigaraki and All For One could inflict severe harm, even lethal wounds, as demonstrated when Bakugo was critically injured after surprising Shigaraki with his accelerated speed and power. It was during this skirmish that Midoriya arrived to find Bakugo on the brink of death, with Shigaraki and All For One taunting the apparent demise of their adversary. On the verge of another outburst, Midoriya was restrained by Mirio, showing that Bakugo’s condition affected him deeply.
Nevertheless, as the course of the fight shifted, it was when Bakugo was brought back to life and reentered the battlefield that things started to change. Upon his return, a renewed determination shone brightly in his gaze, which drew the attention of All For One, causing him to see striking parallels between Bakugo and the second user of One For All, Kudo, during Chapter 406.

As a devoted fan, I’d like to rephrase: I, myself, acknowledge that it was Kudo who rescued Yoichi from the grasp of All For One. All For One considered Yoichi as his possession and viewed his younger brother as under his control. Yet, All For One developed an intense dislike towards Kudo, the man who dared to challenge him by taking away what he thought was rightfully his.
In another phrase, it can be said: Despite the fact that Bakugo doesn’t share a family connection with Kudo, because All For One wiped out his entire lineage, including relatives like women and children, there is something about Bakugo’s determined gaze that mirrors Kudo’s. This made All For One suspect that Bakugo embodied his spirit. As a result, All For One became agitated and thought that Bakugo was actually Kudo, which infuriated him so much that he unleashed one of his strongest moves, Full Factor Release, to eliminate Bakugo.
Unfortunately for All For One, it was Bakugo’s Explosion Quirk that managed to bring him down, with Hawks adding to the mix by having his Quirk taken away. Despite not having a significant connection at the beginning of My Hero Academia, Bakugo turned out to be a pivotal figure who ultimately halted All For One.
