Once the story is concluded, head over to Beat Square where Joe Higashi can be found near the staircase.
He wants you to photograph the imposter Joe Higashi initiating the “Pao Pao Pow Wow” mission. Then, return to the “Pao Pao Cafe“, snap the photo, and deliver it to Joe Higashi.
