I remember hearing tales of Shiki when he was a young man – he was part of the incredibly famous Rocks Pirates, and quickly became known as one of the most feared and strongest pirates around. What really stuck with me, though, was the story of his capture. Apparently, the Marines managed to get ahold of him and locked him up deep within Impel Down. But Shiki wasn’t one to stay contained – he actually chopped off his own legs just to escape! It’s a crazy story, but that’s how he did it.

Shiki, the first person ever to break out of the infamous prison, disappeared afterward, leading many to believe he became the Man Marked By Flames – though this is just a theory. While he was the antagonist in the One Piece: Strong World movie, that story isn’t considered part of the official One Piece storyline.
Ryokugyu Has Never Met Luffy, Despite Them Being Quite Close To One Another

Green Bull is a newly appointed Marine who quickly established himself as one of their strongest fighters. During the Wano Country arc, he demonstrated incredible power by single-handedly defeating the Red Scabbards, Yamato, and the powerful duo of King and Queen, showcasing the abilities granted by his nature-based Devil Fruit.

Interestingly, Luffy hasn’t even met, let alone fought, Admiral Ryokugyu. Unlike all the other Admirals – both before and after the two-year timeskip – Luffy and Green Bull haven’t had any interaction, despite being near each other during the final moments of the Wano arc.

Garling is now one of the Gorosei Elders, specifically the Elder of Science and Defense, giving him significant power granted by Imu, just like the other Elders. This makes him the only member of the Gorosei that Luffy hasn’t battled yet, establishing him as a key villain in the final arc of One Piece.
St. Figarland Shamrock Will Be An Interesting Opponent

Shanks has been a huge influence on Luffy’s pirate adventure, and Luffy is eager to see him again. But with the current events unfolding in Elbaf, it looks like Luffy might encounter Shanks’ brother, Shamrock, before he finally reunites with Shanks himself.

It will be fascinating when Luffy and Shanks meet again. Because of their history, Luffy will surely want to reconnect. However, Shamrock, a highly respected and influential figure within the World Government, might deceive Luffy during their encounter.
The Man Marked By Flames Is A Required Next Step For Luffy

It’s highly probable Luffy will encounter all the characters on this list, but it’s not guaranteed. However, the character known as the Man Marked By Flames is currently the most crucial to Luffy’s quest to become Pirate King, making him a definite focus of the story.
Almost nobody knows about this mysterious man, and even fewer know who he really is. Legend says he possesses the last of the Road Poneglyphs – crucial maps needed to pinpoint the location of Laugh Tale and the ultimate treasure, the One Piece, which would grant the finder the title of Pirate King. While fans have theorized he might be a character we’ve already met, his true identity remains a major mystery in the story.
Monkey D. Dragon Has Never Met Luffy, Despite Being His Father
The World’s Most Dangerous Criminal
- A mysterious hero.
Dragon is arguably the most enigmatic figure in the entire One Piece saga. While we know about his family and goals, much about his abilities, true strength, and past remains a mystery, largely because he hasn’t appeared often throughout the story.
A child is their parent’s weak spot.
A key element of Dragon’s storyline is that he’s Luffy’s father, making it surprising they haven’t met yet. He left Luffy to protect him from the dangers of his own life, but as Luffy becomes incredibly powerful, it seems inevitable that the author will eventually bring them together in a final battle to overcome Imu.
