Considering Loki refers to himself as the Sun God destined to destroy the world, it logically follows he might have a Mythical Zoan Devil Fruit. This is because the Sun God Nika is known to appear through such a fruit. Furthermore, Loki explicitly stated in Chapter 1171 of One Piece that his Devil Fruit allows him to fly. Combining these clues, it’s likely his fruit lets him transform into a flying mythical creature – most likely a western dragon, specifically the Nidhogg. Devil Fruits seem to be created from people’s imaginations – anything imaginable can become a Fruit’s power. During the Punk Hazard arc, Oda showed us that western dragons exist within the One Piece world. When Luffy and Zoro explored the fiery side of Punk Hazard, they discovered an abandoned World Government lab containing a massive, flame-breathing western dragon. Later, they learned about another dragon created by Dr. Vegapunk. Both dragons were Vegapunk’s creations, and the World Government was trying to understand and replicate their power.

As fans know, Vegapunk discovered the Lineage Factor, which is essentially the source of life in the One Piece world. He could have done the same with the dragons he created, turning their Lineage Factor into a Devil Fruit. The World Government’s interest in this suggests they recognized the immense power of the Western Dragon and wanted to harness it. This clearly indicates the Western Dragon is incredibly powerful within the One Piece universe, and might even be one of the few fruits that grants the ability to fly.
It’s also important to remember the World Government’s fascination with making things gigantic. They understood the incredible power of the Giants, having witnessed it during the ancient Void Century war. These Giants were immensely powerful, far beyond human capabilities, and the World Government likely believed controlling them would make their army unbeatable. Considering this, their obsession with dragons and Giants might stem from the same source: the island of Elbaf. The legendary Devil Fruit of Elbaf could very well be the Western Dragon, also known as the Niddhogg.
