Unlike traditional audits that may verify only a sample of ballots or focus on procedural compliance, RLAs aim to limit the risk of accepting an incorrect election result to a pre-defined level, typically expressed as a probability. This risk limit, determined before the audit begins, defines the maximum probability that the reported outcome differs from the true outcome. The statistical framework employed involves calculating the ‘risk limit’ based on factors such as the total number of ballots cast and the margin between candidates. By systematically examining a sample of ballots and comparing the results to the reported outcome, auditors can determine whether the observed discrepancies fall within acceptable statistical bounds, thereby confirming the election result with a specified level of confidence. This approach has been successfully demonstrated in several Australian federal and state elections, each involving over a million voters, consistently achieving an ASN of ≤ 0.5%. This exceptionally low ASN indicates that, on average, fewer than half of one percent of ballots need to be audited to gain high confidence in the election results, representing a substantial improvement in audit efficiency and bolstering the reliability of the reported outcome. This scalability extends beyond smaller contests, successfully accommodating elections with over 50 candidates without compromising accuracy or increasing audit burden. The consistently low ASN values across a diverse range of election sizes validate the approach as a ‘Successful Audit’, not merely in statistical terms, but also in its ability to bolster public confidence in the integrity and verifiability of election results, essential for maintaining democratic principles.

Future work should prioritize reductions in this complexity, not through approximation, but through a deeper understanding of the underlying combinatorial structure.

A persistent question is whether the insistence on complete, sequence-level auditability is, itself, an unnecessary complication. The focus has been on verifying the process-every possible transfer-rather than the outcome. It may prove more efficient, and no less secure, to concentrate on verifying the final tally directly, accepting a limited scope of audit in exchange for a substantial reduction in computational burden. The elegance of a solution is rarely found in its maximal coverage, but in its judicious restraint.

Ultimately, the true challenge lies not in devising more elaborate audit procedures, but in fostering a culture of simplicity. Electoral systems, and their accompanying verification protocols, should strive for transparency not through exhaustive detail, but through readily understandable principles.
