5 Haki Users That Can Rival Shanks In One Piece, Ranked

Shanks is an incredibly powerful pirate in the world of One Piece, and he’s one of the Four Emperors who dominate the New World. What sets him apart from most other strong characters in the series is that he doesn’t have a Devil Fruit ability. He relies entirely on Haki, a unique power, which makes him stand out among the Emperors. Currently, Shanks is the only Emperor who doesn’t possess a Devil Fruit.

Oda has compared Shanks to a master of Haki, and he’s demonstrated the most powerful Haki abilities seen so far in the series. Specifically, Shanks is a master of Supreme King Haki, with control so impressive it’s been compared to Joy Boy’s. While Shanks clearly possesses incredibly strong Haki, a few other characters currently in the story are capable of matching his power.

Dracule Mihawk

Dracule Mihawk is widely considered the world’s greatest swordsman in the One Piece universe, and he’s incredibly skilled in Haki. He shares a long history with Red-haired Shanks – they were friendly rivals whose intense battles were famous throughout the Grand Line when they were younger. Legends like Whitebeard even knew about their duels. Though they fought many times, they never definitively settled their score, implying they were evenly matched. Shanks, however, wasn’t focused on being the best swordsman, allowing Mihawk to claim the title. Ultimately, these two powerful fighters remain very close in strength.

Since Mihawk doesn’t rely on a Devil Fruit, his Haki skills are incredibly powerful. He’s undoubtedly mastered all three types of Haki, especially Conqueror’s Haki, reaching a very high level. Although not quite as strong as Shanks in using it, Mihawk’s Conqueror’s Haki is so refined that he can compete with even the Red-Haired Emperor.

Shamrock Figarland

Shanks’s Twin Brother

Shamrock Figarland and Shanks are identical twin brothers, both born in the West Blue during the events at God Valley to a red-haired mother whose identity remains unknown. During the chaos of God Valley, they were separated when Shamrock was mistakenly taken aboard the Roger Pirates’ ship. This led to vastly different upbringings: Shamrock was raised as a Celestial Dragon, while Shanks grew up with the Roger Pirates. Despite these different paths, it’s widely believed that Shamrock and Shanks are equally skilled and talented. This was made clear in a flashback during the Elbaf arc, where Shanks briefly returned to Marijoa, revealing that Shamrock was already an exceptionally gifted swordsman with a natural, inherited talent.

Shamrock has become the leader of the Holy Knights and considers himself one of the world’s strongest fighters, even surpassing Loki. Unlike many powerful characters, he doesn’t have a Devil Fruit power; instead, his sword possesses the abilities of the Cerberus. As the brother of Shanks and with a background as a Celestial Dragon, Shamrock is incredibly skilled in Haki, particularly Conqueror’s Haki. Though the full scope of his Conqueror’s Haki hasn’t been revealed yet, it’s expected to be showcased as the story progresses.

Monkey D. Garp

The Naval Hero

Monkey D. Garp, famously known as the Hero of the Marines, is an incredibly powerful Haki user – one of the strongest in the series. Similar to Shanks, he doesn’t have the power of a Devil Fruit; instead, he fights using his incredible strength and Haki-coated fists.

Garp is proficient in all three types of Haki, but he’s particularly powerful with Conqueror’s Haki. Even as an older man, he was able to defeat the entire Blackbeard Pirates crew single-handedly. Thirty-eight years ago at God Valley, Garp demonstrated incredibly strong Conqueror’s Haki, powerful enough to break through the defenses of Rocks D. Xebec, who was using Domi Reversi. This level of Haki is comparable to Gol D. Roger’s, placing Garp among the strongest Conqueror’s Haki users, on par with Shanks.

Loki

The Accursed Prince

I’ve been really impressed with how fully realized Loki has become in the Elbaf arc of One Piece. Oda’s made it clear this character is a major threat, potentially capable of global destruction. What’s fascinating is the sheer scope of his power. He possesses the incredibly rare and powerful Devil Fruit from Elbaf, allowing him to transform into a massive black dragon. Beyond that, he’s been chosen as the only one worthy to wield Ragnir, the country’s legendary weapon. And to top it all off, his Haki is phenomenal – he’s mastered all three types, and his Conqueror’s Haki seems particularly overwhelming.

We don’t know exactly how skilled Loki is with Conqueror’s Haki, but he definitely proved powerful enough to seriously injure King Harald fourteen years ago. He even managed to kill Harald using this ability, which shocked powerful figures like Gaban and Shanks.

Imu

The Secret Ruler Of The World

Imu is likely one of the strongest Haki users in the world of One Piece. As a survivor from the lost Void Century, they appear to be immortal and founded the World Government, commanding forces like the Holy Knights and the Five Elders. Beyond a powerful Devil Fruit ability, Imu possesses exceptionally strong Haki.

Imu’s Haki is incredibly powerful, even shocking legendary figures like Roger, Garp, and Rocks D. Xebec during the God Valley incident. This immense power was again demonstrated on Elbaf. Though not quite as strong as Joy Boy, Imu is easily among the most powerful Haki users in the One Piece world. Given that Shanks’ Haki rivals Joy Boy’s, it’s likely comparable to Imu’s as well.
