Monkey D. Luffy has become a major problem for the World Government. He essentially dismantled the Shichibukai system, leading to its replacement with the Pacifista and Seraphim. He also caused significant damage during the incident at Enies Lobby, a crucial location for the World Government.
Luffy fought in the Marineford War and almost saved Ace. More recently, he helped one of the scientists, Lilith, escape from Egghead. These actions led the World Government to place a massive 3 billion berry bounty on his head, solidifying his reputation as a notorious pirate in the world of One Piece.

Blackbeard
Bounty: 3,996,000,000 Berries
Image by Toei Animation Marshall D. Teach, more famously known as Blackbeard, leads the Blackbeard Pirates and is one of the most powerful pirates in the world, ranking among the Four Emperors. Similar to Luffy, Blackbeard quickly gained power, becoming a Shichibukai and then an Emperor shortly after leaving Whitebeard’s crew.
Man, Blackbeard is seriously pushing things with the World Government! He didn’t just raid Impel Down, he unleashed a whole army of the most dangerous criminals ever! And the destruction he caused at Marineford was insane. It’s no surprise his bounty is a whopping 3,996,000,000 Berries – almost a billion more than Luffy‘s! Honestly, I wouldn’t be shocked if it goes even higher. He clearly wants to take over the world, so the World Government and Marines are going to have to keep raising that price on his head, that’s for sure.
Shanks
Bounty: 4,048,900,000 Berries
Shanks is often considered the strongest character in One Piece, largely due to his incredibly potent Haki, which he rarely displays. He’s demonstrated this power just a couple of times: once by halting Admiral Ryokugyu and protecting Luffy, and again when he defeated Eustass Kid with a technique called Divine Departure near Elbaf. What’s more, Shanks can seemingly cancel out the ability to see into the future, giving him a significant advantage in battle.
Shanks is different from typical pirates; he’s known for being level-headed and avoids causing harm or raiding towns. However, the World Government is very aware of his immense power and has detailed information about him, which explains his bounty of over 4 billion berries. Now that the story is reaching its climax, it’s likely his bounty will increase even further.
Whitebeard
Bounty: 5,046,000,000 Berries
Image by Toei Animation Whitebeard earned the reputation of being the world’s strongest man, and he held that title until his death. His incredible power came from the Gura Gura no Mi, a Devil Fruit that let him create devastating earthquakes. With it, he could destroy an entire city in moments. At the peak of his strength, Whitebeard was the only pirate who could fight on equal footing with Gol D. Roger, and the two clashed in battle many times throughout their lives.
Following Roger’s passing, Whitebeard became known as the pirate most likely to find the legendary treasure, the One Piece. This made the World Government deeply concerned about his power, and they constantly monitored him. Eventually, they placed a bounty exceeding 5 billion Berries on his head.
Buggy
Bounty: 3,189,000,000 Berries
Buggy hasn’t had a typical life. He started young as a cabin boy with the legendary Roger Pirates. When that crew broke up, Buggy tried to become famous on his own, but he wasn’t strong enough to really stand out. Everything changed during the Summit War when people discovered his connection to Roger, making him well-known worldwide. The World Government then appointed him as one of the Seven Warlords of the Sea, and he cleverly used this position to build a successful business.
Buggy’s incredible luck continued after Big Mom and Kaido were defeated. The World Government officially recognized him as one of the Four Emperors, and his bounty was significantly raised as a result.
Dracule Mihawk
Bounty: 3,590,000,000 Berries
Dracule Mihawk is widely considered the world’s greatest swordsman. He fights with Yoru, an incredibly powerful sword that he’s imbued with Haki, showing his extensive experience in battle. Given his reputation, it’s no surprise that he has defeated numerous skilled swordsmen throughout his career.
I remember hearing that before Mihawk became one of the Warlords of the Sea, he was notorious for actively hunting down Marines. They really couldn’t do anything to stop him, so the Marines offered him a deal: join the Shichibukai, or continue facing their full force. He stayed with the organization until it was disbanded, and once that happened, his bounty was reactivated. Suddenly, he was a target for the Marines again.
Big Mom
Bounty: 4,388,000,000 Berries
Big Mom led the Big Mom Pirates and ruled Totto Island. Even as a child, she was incredibly powerful – so much so that she almost leveled a whole village in Elbaf. As she got older, she joined forces with the Rocks Pirates, a crew famous for being the strongest of their era.
After her original crew left, Big Mom built a new one and kept searching for ways to become stronger. She frequently worked with figures from the criminal underworld. Beyond her widespread connections, Big Mom possessed incredible power, making her a figure of fear throughout the world.
Kaido
Bounty: 4,611,100,000 Berries
For decades, Kaido brutally ruled Wano, draining the country of its resources and leaving it devastated. He also killed Kozuki Oden, and without Oden’s strength to oppose him, Kaido was able to maintain his tyrannical control for a long time.
Kaido’s Devil Fruit, the Uo Uo no Mi, Model: Seiryu, gave him incredible power, but he wasn’t just strong because of it. He also became a master of Haki, which is why many considered him the world’s strongest being. Given his immense strength and violent nature, it’s no wonder Kaido has one of the highest bounty rewards in the One Piece world.
Gol D. Roger
Bounty: 5,564,800,000 Berries
Gol D. Roger is a central figure in the world of One Piece. He was the first to reach the final island, Laugh Tale, and discover the world’s hidden truth and the legendary treasure, the One Piece. Realizing the timing wasn’t right, he intentionally sparked the Great Pirate Era. His constant opposition to the World Government led to him being branded with the highest bounty ever recorded in One Piece history.
Even without discovering the One Piece, Roger would have had an incredibly high bounty. He possessed exceptionally strong Haki and defeated numerous powerful opponents with it.
Sakazuki
Bounty: 5,000,000,000 Berries
Sakazuki isn’t a pirate, meaning the World Government didn’t issue a bounty for his capture. The Cross Guild, however, did place a bounty on him. As the Fleet Admiral, the bounty on Sakazuki is five crowns, and each crown is worth 1 billion berries.
Being awarded five crowns indicates Sakazuki’s bounty is 5 billion berries, making him worth two billion more than Monkey D. Luffy.
