Loki is a powerful pirate originally from Elbaf. The Government has placed a massive bounty of 2,600,000,000 Berries on his head due to his incredible strength. This is thanks to his mastery of Haki and a rare Devil Fruit that even the mysterious Imu has been seeking for years.
Loki is incredibly powerful, so the Holy Knights tried to recruit him. However, despite his massive bounty, a handful of other characters have even higher rewards offered for their capture.
Kizaru

Kizaru is an incredibly powerful fighter working for the World Government. His Devil Fruit ability lets him control light, making him a formidable opponent. He proved his strength by battling Luffy effectively during the events on Egghead Island. Many consider him a devastating force who single-handedly defeated several powerful Supernovas. Notably, during the massive battle at Marineford, Kizaru was one of the few combatants who remained completely unharmed.
Green Bull
- Bounty: 3,000,000,000
Green Bull is the newest of the Three Admirals, first appearing during the Wano Country arc. He easily defeated both King and Queen, even though they were already injured. While in Wano, he single-handedly fought the Red Scabbards, and it took the combined efforts of Yamato and Momonosuke to even slow him down. Ultimately, only Shanks was able to completely halt his advance, proving Green Bull truly earns his reputation and bounty.

Fujitora

Fujitora is an incredibly strong fighter who rose to prominence through a global recruitment program and was even feared by someone as ruthless as Doflamingo. He’s a skilled swordsman whose Devil Fruit power makes his battles very difficult to anticipate. The Zushi Zushi no Mi allows him to manipulate gravity, giving him a unique fighting style. Although we haven’t seen him fight often, he decisively defeated Jack, a powerful commander from the Beast Pirates.
Monkey D. Luffy

Luffy recently joined the ranks of the most powerful pirates, known as the Yonko. He’s achieved so much, including a grueling battle against Kaido, which he ultimately won. More recently, on Egghead Island, Luffy impressively fought on equal footing with Kizaru and even one of the Five Elders. Later in that same fight, all five of the Elders attacked him, hoping to kill him, but they were unsuccessful. Luffy’s incredible strength during these battles is still being talked about.
Trafalgar D. Water Law

Law is a powerful and well-known pirate, originally rising to prominence as one of the ‘Supernovas.’ His strength earned him a spot among the Warlords of the Sea. He famously defeated the powerful Big Mom using his fully awakened Devil Fruit powers, and later clashed with another Yonko, Blackbeard. These intense battles helped him master his abilities, solidifying his reputation as a major force in the pirate world.
Eustass Kid

Kid is a powerful and unpredictable pirate captain who’s been causing trouble all over the world for the past two years. He’s even managed to make enemies of the strongest pirates, the Yonko. During the battle in Wano Country, Kid teamed up with Law to defeat Big Mom. It was a difficult fight, but Kid emerged victorious, and the World Government now considers him a major threat.
Buggy
- Bounty: 3,189,000,000
Buggy has a natural ability to inspire people, and even the World Government recognized his influence by declaring him one of the Yonko. He commands a large and powerful crew, including strong fighters like Mihawk and Crocodile. However, it wasn’t Buggy’s fighting skills that earned him this status; it was his incredible charisma and the fear it instilled in others, making him a significant threat and justifying his huge bounty.
Dracule Mihawk
- Bounty: 3,590,000,000
Mihawk is an enigmatic figure, and the full extent of his power remains unknown. However, numerous events demonstrate just how formidable he is. He’s renowned as the World’s Strongest Swordsman and possesses incredibly powerful Haki, evidenced by his black blade. His battles against Shanks were so epic that even Whitebeard heard tales of them, calling their duels legendary. Zoro also holds Mihawk in extremely high regard, viewing him as an unbelievably strong opponent.
Blackbeard

Honestly, Blackbeard is just incredible – the most impactful pirate of his generation, in my opinion! He really cut his teeth in Whitebeard’s crew, and everyone thought he was destined to become a commander. He was seriously a force to be reckoned with even back then!
He has two incredibly powerful Devil Fruits – one that can cancel out other fruit abilities and another that lets him create earthquakes – making him a formidable opponent. He’s proven his strength by defeating powerful pirates like Ace and Marco, and his victories led to him becoming a Yonko, demonstrating his limitless ambition.
Shanks
- Bounty: 4,048,900,000
Shanks is one of the most powerful pirates in the world, and the only remaining leader of the old generation of Yonko. What makes him so dangerous isn’t a Devil Fruit power – he relies entirely on Haki, which he’s mastered to an incredible degree. He can use all advanced types of Haki and project it with enough force to knock out even a Marine Admiral. In fact, his reputation and presence alone were enough to bring the massive Summit War at Marineford to a halt.
