
It’s common to see anime characters wielding elemental powers, and water manipulation is particularly fascinating. While fire is a popular choice, many characters demonstrate incredible skill with water, using complex abilities. Among all these water users, a select few truly stand out as the best, such as Noelle from Black Clover and Tobirama from Naruto.
Sailor Neptune
- Anime: Sailor Moon
The Sailor Scouts in Sailor Moon each have unique powers and abilities. Many of them can control different elements, and Sailor Neptune is one of the Scouts who specializes in water-based powers.
Sailor Neptune, whose real name is Michiru Kaiou, is a powerful guardian of the solar system. As one of the outer scouts, she’s considered one of the strongest, and when she teams up with Sailor Uranus, they’re a nearly unbeatable duo. She’s well-known for her water-based attacks, like the Deep Submerge, and her strong connection to the sea is a recurring theme throughout the series.
Tobirama Senju
- Anime: Naruto
Tobirama Senju is a hugely significant ninja in the world of Naruto, playing a key role in founding the village of Konoha. He served as the Second Hokage until his passing. Though famous for inventing the Flying Thunder God Technique, Tobirama was also a master of Water Release jutsu.
Tobirama was renowned as the most powerful user of Water Release techniques. He could generate enormous tsunamis, completely flooding battlefields even without a nearby water source. Some of his signature moves included the Water Dragon and Water Wall Jutsu. Unlike other ninja who needed existing water to perform these techniques effectively, Tobirama could use them effortlessly, regardless of his surroundings.
Poseidon
- Anime: Record of Ragnarok
In Greek mythology, Poseidon is the powerful God of the Sea. In the anime Record of Ragnarok, he appears as a fighter in the third round, challenging the famous Japanese swordsman, Kojiro Sasaki. True to his status as God and King of the Sea, he possesses complete control over all water.
Although he rarely used his water powers to attack in fights – a result of his pride – he clearly had incredible control over them, demonstrated when he effortlessly parted the water in the arena to move through it.
Jinbe
- Anime: One Piece
In the world of One Piece, water is a surprisingly effective weakness – anyone who’s eaten a Devil Fruit becomes vulnerable when touched by it. Although there isn’t a Devil Fruit specifically made of water, many characters can control it, and the most powerful ones are usually Fishmen or Merfolk. Currently, the strongest water-user is Jinbe, known as the Knight of the Sea.
Jinbe is currently a member of the Straw Hat Pirates, but he previously led the Sun Pirates. While he can’t make water, he has incredible control over it thanks to his skills in Fishman Karate and Merman Jujutsu. He’s one of the most powerful fighters in the ocean.
Juvia Lockser
- Anime: Fairy Tail
The anime series Fairy Tail features many characters with water-based powers, but Juvia Lockser, often called the Rain Woman, is arguably the most well-known and memorable.
Juvia began as a villain, initially part of the group known as Element 4. But after falling in love with Grey and the battle concluded, she switched sides and joined the Fairy Tail Guild. From then on, Juvia became a key member of the team, consistently participating in fights. She’s a powerful water magic user, demonstrated by attacks like Water Force: Dragon Tempest. Though the original Fairy Tail story has finished, Juvia continues to appear in the ongoing ‘100 Year Quest’ series.

Kisame Hoshigaki

Kisame is one of the most skilled water-style users in the Naruto series. As Itachi’s teammate and a powerful member of the Akatsuki, he earned the nickname “Tail-less Tailed Beast” due to his incredible strength and abilities.
He’s incredibly skilled with water-based techniques. Using Water Release, he’s a formidable opponent, and his weapon, Samehada, allows him to transform into a shark-like form to overwhelm his enemies. He can manipulate water to reshape the battlefield or create watery prisons. His fight against Killer Bee showcased his power, as he was able to hold his own and even surpass him – a significant feat in the Naruto series.
Giyu Tomioka
- Anime: Demon Slayer
I’ve noticed that many Demon Slayers utilize different elemental abilities, and Water Breathing is a really common one. In Demon Slayer, quite a few characters use it – even Tanjiro, and previously the former Water Hashira. But when I think of Water Breathing in the series, Giyu, the current Water Hashira, immediately comes to mind as the most skilled and memorable user.
Giyu Tomioka is a very popular character among fans, and there are several reasons why. He was the first Hashira introduced in the anime, and he played a significant role in the recent movie, Demon Slayer: Infinity Castle. Interestingly, despite appearing to control water, the creator of Demon Slayer has revealed that this is an illusion created by the way he moves his sword.
Noelle Silva
- Anime: Black Clover
Among all the recent manga and anime series, few characters who control water are as well-known as Noelle Silva from Black Clover. Noelle has been a key part of the Black Clover story from the start, and her magical ability is water manipulation.
Noelle has evolved into a remarkably powerful character throughout the Black Clover series, earning the title “Sea Goddess” from fans. Her connection to the water spirit Undine and her pact with the Leviathan have significantly increased her abilities. Viewers are eagerly anticipating her return when the Black Clover anime resumes after its break.
