Misty, appearing early in Pokemon Red & Green as the second Gym Leader and Ash’s first female friend, became a model for strong female Pokemon characters. On the other side, Jessie from Team Rocket defined the archetype of the Pokemon villain, though she often brought a comedic touch to the role.

17. Kris

The First Female Playable Character

Kris is remembered as a milestone in the Pokémon series because she was the first female playable character. She first appeared in Pokémon Crystal, the third game in the Johto region’s second generation, which followed Gold & Silver. Surprisingly, she wasn’t included in the remakes, and a new character named Lyla took her place.

Kris wasn’t included in the anime series either. A character who looked like her, named Marina, did appear in the special episode, The Legend of Thunder! While she hasn’t been a major character, Kris was the first playable female character in the games, which is significant enough to earn her a place on this list.

16. Lorelei

In the very first Red & Blue Pokémon games, Lorelei was a challenging opponent as one of the Elite Four, mainly because of her powerful Ice-type Pokémon. Pokémon like Lapras and Jynx were among the strongest of the original 151, and defeating them was no easy task.

Lorelei’s team, including Cloyster and Dewgong, are all Water-types, making her a tough opponent that can’t be defeated with just strong attacks. She’s become a beloved character for many players, and that strong connection to nostalgia definitely contributes to her iconic status.

15. Clair

Tough Johto Gym Leader

Clair was known as the most challenging Gym Leader in the Johto region, and also the first to specialize in Dragon-type Pokémon – a notoriously powerful type. What made her particularly difficult was her strongest Pokémon, Kingdra, which was only vulnerable to other Dragon-type moves. Unfortunately for players, they couldn’t obtain a Dragon-type Pokémon strong enough to defeat Kingdra until after they’d earned her Gym Badge.

A challenging gym battle is satisfying, and Clair is a notable character in the Pokémon anime. She appears throughout the Johto series and even returns in the Black & White saga, where she has a battle with Iris, another trainer skilled in Dragon-type Pokémon.

14. Sabrina

One Of The Original Gym Leaders

As a Pokémon fan who grew up with the original games, I remember Sabrina being a real challenge! She was one of the first eight Gym Leaders in Kanto, and her Psychic-type Pokémon were incredibly powerful. Back then, Psychic was a top-tier type, and her Alakazam was a nightmare to battle. Honestly, it was so hard to beat her because there weren’t many Pokémon or moves that could effectively counter Psychic-types – Dark, Bug, and even Ghost types were pretty rare, so you were often at a loss for what to do!

Sabrina has appeared in some compelling storylines, including one where she created a psychic double of her younger self. The Pokémon Adventures manga offered a unique portrayal of her as a member of Team Rocket, aligned with the nefarious Elite Four. Regardless of which version you encounter, Sabrina stands out as one of the strongest and most memorable female characters in the Pokémon series.

13. Whitney

The Infamous Johto Gym Leader

Whitney is a name that still gives many Pokémon players a shiver, all because of her tough Miltank. Anyone who played the Gold and Silver versions of the game likely remembers this gym leader with pink hair and a notoriously difficult battle.

Miltank is a surprisingly tough Pokémon, and this battle really highlights why. Before this gym, players hadn’t faced many Pokémon that could effectively counter it, making it a difficult opponent. Its Rollout attack gets more powerful with each hit, and combined with its high health, it presented a significant challenge for players back in 1999.

12. Officer Jenny

Officer Jenny first appeared in the Pokémon anime series. Similar to Nurse Joy, she’s part of a widespread family of police officers who all share the same appearance and can be found in nearly every town and city in the Kanto region. Often seen with her Growlithe, Jenny frequently assisted Ash and his friends in dealing with the troublesome Team Rocket.

I remember when Pokemon Yellow started adding stuff from the anime, and it was awesome! Even Officer Jenny had a little part. She’s in Vermillion City and actually gives you a Squirtle – it was a clear nod to the Squirtle Squad from the TV show, which was a really cool detail.

11. Green

Even though Green doesn’t appear in much Pokémon content, she’s definitely a memorable and important character. She’s central to the unique and somewhat unsettling manga, and that story wouldn’t be the same without her. She also makes her first official game appearance in Let’s Go Pikachu & Eevee as a final boss.

Nurse Joy is a beloved character in the world of Pokemon, and her signature phrase, “We hope to see you again!” is instantly recognizable to fans. However, the wording can be a little unsettling when you think about it – does it imply she wants Pokemon to get injured so she can treat them?

Characters like Hunter J, Malva, Sird, and Oleana all make compelling antagonists, and some are truly scary. However, Lusamine is unique – she’s the most complicated and arguably the most disturbing human villain in the entire series.

To the public, Lusamine appears to be a caring president dedicated to protecting all Pokémon – a goal she once truly believed in. But a painful personal loss gradually warped her ambitions, causing her to start freezing Pokémon, believing it would preserve their beauty. This obsession with Ultra Beasts led her to neglect and manipulate her own children. Ultimately, she undergoes a disturbing transformation unlike anything seen before in the Pokémon world.
