The most efficient way to achieve this is by having your Bagon/Shelgon join battles against Pokémon of similar levels. This approach will not only help you level up swiftly but also ensure that your beloved creatures are well-prepared for the grand adventure ahead!
If you’re not EV training, consider having your Bagon automatically battle with a Chansey instead, as they offer more experience than most Pokemon. You can find Chanseys in the East Province (Area Two), North Province (Areas One to Three), Casseroya Lake, and West Province (Areas Two to Three).
Instead, you could simply feed your Bagon or Shelgon some Experience Candies. One piece of either Large or XL Experience Candy will increase their level multiple times. Medium-sized Experience Candy works as well, but you might need to use several if you’re evolving Shelgon into Salamence.
You can also get Shelgon and Salamence from 4-star Tera Raids and 5/6-star Tera Raids respectively.

If you choose to utilize it this way, consider using a Timid Nature (+Speed, -Attack) instead of Adamant or Lonely. A Salamence trained as a special attacker will benefit more from moves like Draco Meteor and Flamethrower.
