1. Friedrich (Baroque) and Friedrich (Oblique) will each receive an Infantry Unit whenever you construct any Culture or Science building, whereas other leaders gain additional units or easier unit acquisition through their unique abilities.
2. Harriet Tubman excels in defense during warfare due to her War Weariness trait, but Espionage Actions are primarily a means for catching up rather than securing victory in the game.
As a gamer, I’d say these Civilization 7 leaders are often ranked lower due to their weaknesses, limited power, or intricacy. Picking one of these leaders won’t guarantee game-changing abilities, but with strategic planning and maximizing every bonus available, victory can still be easily within reach.

While some may view these leaders for Civilization 7 as the least effective, it’s important to note that you can still master the game with any of them, including Ashoka, World Conqueror, Himiko, High Shaman, and Tecumseh. The downside is that they don’t have a clear preference or dominance in achieving Victory Conditions, nor do their Leader Abilities stand out exceptionally.
Ashoka, the Great Conqueror derives significant advantages from Festivities and Joy, whereas other Leaders focused on Military Campaigns might excel better in long-term military endeavors rather than capitalizing on opportunities during celebratory moments. On the contrary, Himiko, the High Shaman, leans more towards Joy and Festivities, but her influence on the Culture Victory is modest, with an impact primarily tied to festive events.
Tecumseh presents an intriguing leadership style in the game. He’s not a poor strategist, yet he doesn’t actively pursue any specific Victory Condition. Instead, his strengths lie in controlling multiple City-States, which is where his unique abilities are focused. However, achieving control over numerous City-States can be challenging, making him a leader that requires careful strategy and emphasis on building Influence to secure a win.
Instead of shying away from these leaders, remember that victory may not come as effortlessly as it might with different ones.
