In Civilization 7, each leader can be tailored to one of the game’s four victory paths. However, certain leader abilities work better with specific victory conditions. When it comes to leaders excelling in Science, there are several robust choices available in Civ 7, but naturally, some are more effective for achieving a Science Victory than others.
The top five leaders in Civ 7 for a Science Victory are ranked based on their proficiency in fulfilling the Legacy Path victory conditions related to each Era. Leaders like Benjamin Franklin excel particularly well during a specific Era, while others, such as Confucius, possess abilities that make them outstanding science leaders across all Eras.
5. Catherine the Great
Leader Attributes: Cultural, Scientific
Catherine the Great Leader Ability | |
---|---|
Star of the North | +2 Culture per Age on displayed Great Works. Buildings with Great Work slots gain an additional slot. Cities settled in Tundra gain Science equal to 25% of their Culture per turn. |
Catherine the Great is indisputably an exceptional leader for Culture in Civ 7, yet she also has the ability to excel in Science, thanks to her bonus in Tundra Science. Codexes during the Antiquity Age function as Great Works, which advantageously boost both your Culture and Science, and expedite the progress of the Science Legacy Path.
As a strategic gamer, I’m always on the lookout for Catherine the Great’s Tundra start bias to maximize my Science output. By settling my first city and subsequent towns on Tundra tiles and swiftly converting them into Cities, I can reap additional Science bonuses from Culture. The more Great Works I accumulate across the ages, the closer I get to having my Cities churn out nearly equal amounts of Science and Culture, providing a substantial edge for achieving the Science Victory.
4. Augustus
Leader Attributes: Cultural, Expansionist

Augustus Leader Ability | |
---|---|
Imperium Maius | +2 Production in the Capital for every Town. +50% Gold towards purchasing Buildings in Towns. Can purchase Culture Buildings in Towns. |
Similar to Catherine, many players view Augustus as a leader with a blend of Cultural, Military, and Expansionist traits. Yet, the production bonus to the Capital from every Town makes Augustus exceptionally competent in striving for Scientific supremacy as well. While Augustus doesn’t start with an inherent Science boost, his ability to construct Science buildings faster than others and spend less Gold on their purchase sets him apart from other leaders in Civilization 7.
If you’re role-playing as Augustus in the contemporary era and possess enough towns to surpass the settlement limit, your capital will swiftly generate the required Science Victory Projects due to its rapid production capabilities. In the Modern Age, it’s primarily production that allows for a quick Science Victory, an area where Augustus excels.
3. Benjamin Franklin
Leader Attributes: Diplomatic, Scientific

Benjamin Franklin Leader Ability | |
---|---|
The First American | +1 Science per Age on Production Buildings in Cities. +50% Production towards constructing Production Buildings. +1 Science per Age from active Endeavors you started or supported. Can have two Endeavors of the same type active at a time. |
Benjamin Franklin stands out as an exceptional figure in Civilization VII due to his impressive skills in Science and Diplomacy. His Leader Abilities cater exceptionally well to the Science Victory needs of each era. He generates additional Science from Production Buildings, and also accelerates the production process for making these buildings, giving him a significant edge over many other Leaders when it comes to developing Urban Districts and boosting Science output. In the Modern Age, he can swiftly construct key structures such as Rail Stations, Factories, Aerodromes, Launch Pads, and various buildings essential for multiple Victory Paths.
Benjamin Franklin excels in various fields during each era due to his diverse talents, and he can lead two separate initiatives simultaneously with different leaders. Maximizing endeavors significantly boosts your scientific advancement – this enhancement is even more substantial when you form research partnerships with rival players.
2. Himiko, Queen of Wa
Leader Attributes: Diplomatic, Scientific

Himiko, Queen of Wa Leader Ability | |
---|---|
Friend of Wei | Gain “Friend of Wei” endeavor that can be performed in an Alliance to grant you and your ally 25% increased Science. Can support Endeavors for free. +4 Science per Age for every leader you’re Friendly or Helpful with. |
In a similar vein, Himiko, Queen of Wa possesses leadership skills analogous to Benjamin Franklin, excelling particularly in Diplomacy and Scientific Victory routes. Her alliance with Wei, the Friend of Wei undertaking, represents an immense science enhancement in the middle to late stages of the game. Moreover, her talent for bolstering incoming endeavors amplifies your returns across all eras, enhancing overall yields substantially.
Since you’ll frequently collaborate with other players in new endeavors, your relationships will generally improve to ‘Helpful’ or ‘Friendly’ with relative ease. This is advantageous for Himiko as she receives a bonus of +4 Science from each relationship at these levels.
If you engage in many matches against multiple opponents, your bonus multiplies even more – foster strong connections with your adversaries and form alliances to activate the “Friend of Wei” quest, and you’ll swiftly progress along the Technology pathway.
1. Confucius
Leader Attributes: Expansionist, Scientific

Confucius Leader Ability | |
---|---|
Keju | 25% Increased Growth Rate in Cities. +2 Science from Specialists. |
Confucius, in Civilization VII, stands out as the top scientific leader due to his cities expanding at a faster pace than any other leader’s. This speed translates into significant advantages in the middle to late stages of the game when it becomes crucial. His higher growth rate allows for more tile work and specialist placement, boosting the urban district’s science output by 4 points as a default.
With his swift placement of Specialists, Confucius can breeze through the technological advancements at an accelerated pace. This speed-up often occurs due to the boosted growth rate of cities. Specialists are essential for winning the Exploration Age Science Victory, while in the Modern Age, a Science Victory is more easily achieved with rapid technology research and ample space to construct Aerodrome and Launch Pad Districts.
Make certain to implement Production-boosting Social Policies such as Fascism – it enhances production on specialists and expedites the completion of Space Race projects. Although Fascism diminishes food supply in towns, this drawback is compensated by the increased Growth Rate this leader enjoys.
