In the realm of One Piece, it’s all about power and control. Whether you’re a pirate or a Marine, everyone is driven to grow stronger and expand their sphere of influence. Regrettably, such vast power and control frequently lead to an inflated sense of self-worth and arrogance.
As an observer, I’ve noticed that while many prominent figures in the world of One Piece maintain their integrity, a significant number seem to succumb to their power and status, developing an air of arrogance that often leads them to look down upon others. Here is a list, from my perspective, of the most arrogant One Piece characters, arranged according to the degree of their self-importance. Please note that this list is subjective, so it’s perfectly acceptable if you don’t share my rankings.
10. Arlong
A Prideful And Misguided Fish-Man
- Affiliations: Arlong Pirates
- First Appearance: Episode 31
- Japanese VA: Jūrōta Kosugi
Compared to humans, Fish-Men boast significantly greater physical strength. On average, a Fish-Man’s strength is approximately ten times that of a human. It goes without saying that their prowess in swimming and breath-holding underwater far surpasses any other species.
Arlong regards these facts as indisputable evidence that the Fish-Men are superior to humans in every aspect. Therefore, it is only logical for them to govern over the powerless humans, which is exactly what he and his fellow Fish-Men of the Arlong Pirates do. They seize control over Nami’s hometown, the Conomi Islands, and rule its inhabitants with a firm hand.
9. Crocodile
The Merciless Desert King
- Affiliations: Baroque Works
- First Appearance: Episode 76
- Japanese VA: Ryūzaburō Ōtomo
The reptile known as Crocodile, code-named Mr. 0, heads up a nefarious group referred to as the Baroque Works. Comprised of individuals with supernatural abilities granted by Devil Fruits, this organization sows discord among the virtuous citizens of Arabasta.
Observing from afar, it’s clear that the man known as Crocodile holds a towering sense of self-importance. His hand in orchestrating such a devastating conflict within the revered kingdom of Arabasta speaks volumes about his inflated ego. Moreover, being the strongest individual in the land (at least prior to Luffy’s arrival), it seems he deems himself superior even to the King of Alabasta.
8. Kaidou
A Dragon That Never Knows Defeat
- Affiliations: Beasts Pirates
- First Appearance: Episode 736
- Japanese VA: Tesshō Genda
Kaidou serves as the leader of the Beast Pirates and is among the Four Sea Emperors. Without a doubt, he ranks among the most formidable figures globally. Not even the Marines and their mighty Admirals dare to provoke Kaidou, for fear it could ignite a war with the Beast Pirates.
From my perspective as an onlooker, it’s undeniable that Kaidou, with his ability to morph into a titanic dragon and complete mastery over Haki, has never been vanquished in a battle. The only exception was Kozuki Oden, who managed to inflict a fatal wound on Kaidou. However, even in this instance, Kaidou turned the tables with his underhanded tactics. To put it simply, Kaidou is a man who has yet to taste defeat – until now, that is, when a young pirate named Monkey D. Luffy arrives on the scene.
7. Doflamingo
A Ruthless Underworld Broker

- First Appearance: Episode 151
- Japanese VA: Hideyuki Tanaka
Donquixote Doflamingo serves as the head of the infamous Donquixote Pirates, but his influence extends beyond piracy. Known by the alias “Joker,” he’s a significant figure in the criminal underworld, dealing in fake Devil Fruits and various weapons to the wealthiest buyers. Furthermore, while not officially recognized, he wields power as a de facto ruler of the Kingdom of Dressrosa, seizing the throne from the Royal Family.
Anyone who can pull off everything on that list – even if it’s morally questionable – will undeniably have an enormous sense of self-importance, much like a mountain. Doflamingo is no exception; his pride is rooted in the fact that he is a World Noble, and just as many other World Nobles, he struggles with an overblown sense of superiority.
6. Vinsmoke Judge
A Heartless Mad Scientist
- Affiliations: Germa Kingdom
- First Appearance: Episode 793
- Japanese VA: Hideyuki Hori
The character known as Vinsmoke Judge is the ruler of the Germa Kingdom and the top leader of the notorious Germa 66 military force. He holds a distinguished title as a scientist, having previously collaborated with the renowned Vegapunk. After their separation, Vinsmoke Judge embarked on independent scientific pursuits, modifying his own offspring into battle-ready superhumans, essentially turning them into mercenaries for combat purposes.
Among Judge’s offspring, it’s only Sanji who manages to avoid Judge’s cruel scientific experiments. However, Judge views Sanji as a renegade. In an attempt to bolster his military might, Judge audaciously coerces Sanji into a prearranged marriage with one of Big Mom’s daughters. This man’s ambition and arrogance seem limitless.
5. Sakazuki
A Contemptuous Admiral
- Affiliations: Marines
- First Appearance: Episode 278
- Japanese VA: Fumihiko Tachiki
From the inception of “One Piece”, a multitude of individuals have assumed the role of Marine Admirals. These are the elite and strongest members that the Marines possess. Among all these exceptional individuals, it is undeniably Sakazuki, or Akainu, who stands out as the most arrogant.
Sakazuki firmly adheres to his personal interpretation of justice and is prepared to take extreme measures – including deception, treachery, and violence – to uphold it. He harbors deep contempt for any Marine who doesn’t align with his beliefs, even those in high-ranking positions like the Admirals. In fact, he often labels them as traitors. To Sakazuki, there is only one correct path, which he unwaveringly follows.
4. Enel
The Self-Proclaimed God
- Affiliations: God’s Army
- First Appearance: Episode 167
- Japanese VA: Toshiyuki Morikawa
On the Sky Island, there’s a figure known as Enels who claims divine status. He governs rigidly with a heavy hand, imposing strange requirements and erupting in fury if they’re not met. He keeps a watchful eye over his subjects and metes out harsh penalties to rebels, all the while enjoying extravagant luxuries while the common folk face hardships trying to feed themselves.
It’s abundantly clear that the title “Self-Proclaimed Deity” serves as a stark reminder of the tyrant’s overbearing pride. Yet, delving into the atrocities committed by Enel against his subjects, many of which were orchestrated for his own entertainment, paints a more chilling picture of this oppressor. Beyond arrogance, it seems that he is also malevolent and cruel.
3. Saint Jaygarcia Saturn
A Condescending Elder
- Affiliations: World Government
- First Appearance: Episode 249
- Japanese VA: Keiichi Noda
Saint Jaygarcia Saturn belongs to the group of Five Elders who hold significant power over both the World Government and the Marines. However, even with their immense influence, only a select few high-ranking officials, like the Admirals, are privy to their existence. This combination of immense authority and anonymity allows these elderly gentlemen to treat the entire World Government and Marine forces as if they were their personal toys.
They show no concern whatsoever for the loss of their soldiers or any civilian lives as long as they accomplish their goals. Each member of the Five Elders exhibits such an arrogant disregard. Therefore, it’s appropriate to consider all five as being equally culpable, even though this account specifically highlights Saint Jaygarcia Saturn.
2. Spandam
A Power-Drunk Government Worker
- Affiliations: World Government
- First Appearance: Episode 249
- Japanese VA: Masaya Onosaka
Among all the preceding characters, one consistent trait stands out: they each occupy a position of power and possess the might to support it, which could explain their arrogance. But unlike them, Spandam is an exception to this rule.
Spandam holds the leadership role in CP9 (Cipher Pol 9), the world’s most influential intelligence organization, a position he inherited from his father who previously led the group. Despite being one of the weakest members in the Marines, his association with exceptionally capable CP9 comrades significantly boosts his standing as their leader. However, Spandam maintains an air of arrogance, rudeness, and condescension toward others, seemingly oblivious to his own shortcomings.

A Despicable World Noble

These aristocrats hail from diverse lineages, yet their conduct remains strikingly similar. They harbor a sense of superiority and sanctimony, regarding themselves as superior beings compared to every creature on Earth. Consequently, they show disdain for common folk, often throwing fits if the unwashed masses dare approach them. In fact, they go so far as to reject sharing the same air with commoners, which is why you’ll always find them donning helmets when venturing outdoors.
Despite being known as “World Nobles,” these individuals hold no real power over the policies of the World Government, nor are they physically superior to common folk. In fact, their pampered upbringing has left them weaker than average humans in terms of physical strength. Regrettably, because they resemble a vulnerable species, any harm inflicted upon them will prompt the Marine Headquarters to dispatch an Admiral to safeguard the Nobles, punish the offender, and obliterate the crime scene surroundings. This is why Saint Charlos and every World Noble exude an air of unparalleled arrogance on our planet.
