Xebec. After the recent defeats of Kaido and Big Mom, members of his crew, it appeared that Xebec’s influence was on the verge of fading away.
Yet, following the revelation about his cruelty towards Luffy’s friend, Elbaf’s Cursed Prince Loki, it seems that the impact of his rule extends further than initially assumed, and the terror he sowed continues to cast a shadow over the pirate realm of One Piece.

Becoming captain of a pirate crew, like Rocks D. Xebec, requires indisputable qualities, such as his extraordinary strength, thirst for chaos, and fear. Unlike many pirate crews bound by charm, Xebec’s crew was held together through raw intimidation and power. His terror-inducing reputation was not unfounded, as he had the ability to back it up. To this day, Xebec is recognized as one of Gol D. Roger’s most formidable adversaries. His strength was so immense that even Roger and Garp had to join forces to defeat him. The latter was bestowed the title “Hero of the Marines” for this remarkable achievement.
Previously referred to as invincible, Kaido was additionally listed among those capable of engaging in a battle with him. This, along with numerous other instances, underscores his power. However, it’s worth noting that his underlings did not hold him in high regard, a sentiment that both Big Mom and Whitebeard expressed openly by disrespecting his name. Nevertheless, this tradition of unquestionable authority molded figures like Kaido and Big Mom, who employed similar autocratic philosophies to control their crews and maintain dominance on the seas.

Xebec flat-out refused him, not because he had any worries about Loki, but simply because he wasn’t interested in having a kid on his crew. However, Loki was persistent. He confronted Xebec in a fight and ended up getting severely beaten. This battle left Whitebeard astonished, as Xebec used a weapon with an edge, a fact that surprised him. Yet, Loki continues to admire Xebec, attributing his rejection to his young age rather than Xebec’s character, believing he was born in the wrong time period.
The Significance Of Legacy In One Piece
The Major Factor In The Pirate World
In the realm of “One Piece”, the concept of legacy plays a crucial role, shaping the entire pirate world as we know it. If not for the self-sacrificing act of Roger, who declared the authenticity of the One Piece, it’s doubtful that there would even be a “One Piece” series for fans to enjoy today. Characters like Shanks and Whitebeard also leave behind powerful legacies. The influence of these characters has fostered new pirates such as Luffy, who challenge the World Government but maintain their moral compass.
Conversely, Rock’s influence on piracy has generally been detrimental rather than beneficial. By instilling a culture of fear and devastation among pirates, he tainted an entire era of piracy with his questionable leadership style and actions. This legacy has unfortunately perpetuated the negative image of pirates as mere sea robbers across the globe. Despite Loki admiring Rock much like Luffy does Shanks, the impact Rock will have on piracy if Loki were to join remains uncertain. However, should Loki opt for a life of piracy, his decision could significantly shape the course of events in the series.
Rocks’ Shadow Still Lingers Over The New World
Will It Ever End?

A character’s influence persists as long as ties to them remain, and Xebec has maintained connections across multiple generations since his demise, thereby prolonging his impact. Though the Rocks Pirates, which he led, ceased operations years ago, their imprint on the seas of One Piece remains profound. The ruthless rule of Kaido over Wano echoes Xebec’s philosophies, where power is wielded through terror and iron-fisted control. Similarly, Big Mom’s reign in Totto Land mirrors this pattern. Even Blackbeard, who was not a part of his crew, admires Xebec, naming his ship after him and embodying the destructive ambition that defined him.
The impact of Loki’s actions on the pirate community is evident in a minor way, yet it’s clear that Xebec’s influence persists. The mystery lies in whether his dominance will ever cease. Throughout three distinct periods of piracy, Xebec’s legacy has been instrumental and shows no signs of fading away. Will Loki be the one to mark the end of this tyrannical chapter?
