These influential individuals have witnessed the wickedness that the World Government is capable of, so they will turn against their own organization.
6. Kizaru
Had To Kill One Of His Closest Friends
Kizaru, for many years, has been a dedicated Admiral serving faithfully within the Marine Corps. He consistently follows commands and strives to keep his higher-ups content. Kizaru is an indispensable resource not just for the Marines but also for the World Government, given that he holds a highly potent Devil Fruit which allows him to control light at his whim.
Observing closely, I can’t help but acknowledge the mastery Kizaru exhibits in wielding Armament and Observation Haki, making him a formidable force indeed, one that the World Government would undoubtedly want to keep loyal. However, following the events of the Egghead arc, it seems the Admiral may be contemplating a shift in allegiance. The harsh reality of having to confront not just one, but two close friends— Dr. Vegapunk and Sentomaru— left him shaken. To add fuel to the fire, he witnessed Jaygarcia Saturn and the Five Elders ruthlessly attacking any life form on the island without remorse. Such incidents have stirred a change in Kizaru, possibly leading him to consider betraying the World Government.
5. Smoker
Knows That The World Government Covers Up Its Tracks

In the world of One Piece, Smoker serves as a Vice Admiral and is one of the series’ regular characters. Known for his unwavering commitment to justice, he is willing to employ any means necessary to apprehend criminals. His character traits are significantly influenced by his Moku Moku no Mi, a Devil Fruit ability that plays a crucial role in his profession. Without this power, Smoker might not have achieved the level of success he currently enjoys as a Vice Admiral.
A smoker character has enhanced his physical prowess by acquiring the skill known as Haki. At present, he can employ both Armament and Observation Haki, yet he’s still working towards mastering them. Unlike many individuals tied to the World Government, Smoker is not deceived by their organization. He understands the difference between right and wrong. He has witnessed the World Government manipulating truths for their benefit, thus he recognizes their sinister aspects. With sufficient motivation, Smoker could potentially turn against the organization in an effort to reform it.
4. Fujitora
Only Cares About Helping The Needy

In simpler terms, Fujitora from One Piece is generally considered one of the most benevolent characters. Unlike many Marines, he genuinely cares for people and strives to aid them. Moreover, Fujitora isn’t just compassionate; he’s also an exceptional fighter. He has a unique Devil Fruit ability called Zushi Zushi no Mi, which is a Paramecia-type fruit that enables him to manipulate gravity.
Fujitora possesses a Devil Fruit that allows him to manipulate gravity or drop giant meteorites on opponents, making him formidable in combat. He is also skilled with a top-tier sword, known as a Saijo O-Wazamono. Among the Admirals, Fujitora seems most likely to turn against the World Government because he values honesty over maintaining false reputations. In fact, he has previously aided the Revolutionary Army in rescuing slaves from Marijoa. If he discovers more underhanded dealings by the World Government, it’s likely that Fujitora would leave their ranks.
3. Koby
Wants To Change The World

Koby belongs to an enigmatic organization known as SWORD, which has ties to the Marine Corps. Members of this group have the autonomy to pursue any target they choose, but this privilege comes with a significant cost. Instead of assistance, fellow Marines are not obligated to aid members of SWORD.
When Blackbeard seized Koby, the Marines didn’t try to save him. If Garp hadn’t intervened on Koby’s behalf, he would likely still be stranded on Hachinosu. It seems probable that, given the World Government’s corrupt and wicked nature, Koby might eventually betray them. Given his direct exposure to their wrongdoings, it’s highly improbable that he will remain silent about it.
2. Sengoku
Knows All About The Misdeeds Of The Organization

In simpler terms, Sengoku was once the top naval commander in the Marines organization. For a long time, he held this position, constantly working to ensure the oceans were free from pirates and lawbreakers. As the most powerful figure within the Marines, Sengoku had control over classified details.
Despite being aware of almost every malicious act committed by the World Government, he has chosen not to leave. However, given the recent happenings on Egghead Island, there’s a strong possibility that his stance may shift. In truth, Sengoku believes Vegapunk’s transmission, and if things continue as they are, many lives will be lost. Consequently, it’s plausible that he might join forces with another group in an attempt to overthrow the current leadership.
1. Monkey D. Garp
He Doesn’t Like The Celestial Dragons
It’s commonly held that Monkey D. Garp is the Marine with the greatest strength ever known. He joined this organization years ago and gained fame through his immense power. At his peak, Garp matched swords with Gol D. Roger, even trapping him multiple times.
As an observer, I’ve noticed that Garp, in his role as a Vice Admiral, has never been one to follow orders blindly, which is why he chose to forgo all promotions. His reason? A deep-seated contempt for the Celestial Dragons. However, it’s important to note that Garp hasn’t abandoned the World Government completely, but his allegiance might shift in the climactic final saga.
