How to Start Paranoia in Oblivion Remastered
In a manner similar to additional missions in Oblivion Remastered, “Paranoia” can be triggered through random meetings. However, you can set things up so it happens whenever you prefer. Once you’ve gone through the tutorial and have the complete map of Cyrodiil at your disposal, make a point to travel to the city known as Skingrad.
Skingrad lies to the east of Kvatch and southwest of the Imperial City. Despite its seemingly ordinary location, your initial task is just to make your way into the city and explore. Over time, you’ll come across a Wood Elf named Glarthir. You might meet him as he exits the West Weald Inn, but the encounter can occur anywhere within Skingrad.

Glarthir wants you to join him, and he’ll arrange a clandestine meeting at the stroke of midnight, specifically behind the massive chapel dedicated to Julianos. Finishing this encounter will tag “Paranoia” as one of your ongoing quests.
Completing Paranoia: Part 1 – Oblivion Remastered
Glarthir Meeting 1 – Great Chapel, Midnight:

In this scenario, “Paranoia” instructs you to connect with Glarthir near the Julianos’ Great Chapel at midnight. To ensure punctuality, it would be wise to arrive early and utilize the ‘Wait’ function to set a time of 11:00 PM. You should find yourself at the designated spot by about 11:30 PM.
In Skingrad, Glarthir shares with you his suspicion about a secretive scheme he suspects exists. He maintains that he’s under close observation by multiple individuals. He entrusts you to uncover the truth and provides the first person he wants you to trail: Bernadette Peneles.

He tells you to be outside his home at 6:00AM to look out for Bernadette, then follow her.
If you choose not to aid Glarthir by stalking him and decline when asked, he’ll try to harm Bernadette later on in the day. The guards will intervene and kill him, marking the quest as finished. Regrettably, you won’t receive any of the associated rewards.
Glarthir Meeting 2 – Glarthir’s House, 6AM:
The following day, your task is to stay outside Glarthir’s residence and keep an eye out for Bernadette Peneles, who resides on the opposite side of the street. As you track Bernadette, it sadly appears she has no interest in Glarthir whatsoever. She devotes a substantial portion of her time at the Chapel before returning home. You’re welcome to trail her throughout the day, but nothing suspicious or incriminating ever seems to transpire.
Glarthir Meeting 3 – Great Chapel, Midnight:
After tracking Bernadette, head back to the designated spot, which is the area behind the Grand Chapel, at exactly midnight. There, you will submit your findings to Glarthir. Here are your two possible choices:
a) Go directly to the meeting point behind the Great Chapel and deliver your report to Glarthir when it’s midnight.
b) Head back to where we started, the spot behind the Grand Chapel, at midnight and hand over your report to Glarthir.
- Tell Glarthir the Truth: Tell Glarthir that Bernadette is not following him. He will be surprised, but will still award you 150 Gold.
- Lie to Glarthir: Tell him that Bernadette is following him. He will award you 200 Gold.
From now on, each upcoming meeting will stick to the same structure. The first gathering is scheduled for 6AM, followed by a rendezvous with Glarthir behind the Chapel at midnight. At this juncture, you have the option to trail the suspects or not, as none of them are currently tailing him. Disclosing the truth about all three suspects to Glarthir will lead to unfavorable consequences for him, which we’ll detail later on.
Following Suspect 2 – Toutious Sextius:

The individual under investigation resides in the northeastern part of town. We’re to show up at his residence at 6:00AM and keep an eye on him. Before our visit, a guard named Dion intervened, attempting to dissuade us by insinuating that Glarthir was mentally unstable. He advised us to inform the guards if Glarthir ever asked us to perform any unusual tasks.
Previously stated, you can track Toutious throughout the day, yet there’s no sign that he’s involved in any secret plot. Once more, you have a choice: either deceive Glarthir by telling him someone was watching him (not necessarily Toutious), or be truthful and admit that, as far as Toutious is concerned, no one was following him at all.
Following Suspect 3 – Davide Surilie:

1) The primary suspect is David Surilie, who resides in a spacious home situated north of Glarthir’s House. In the mornings, you can trace David towards The West Weald, indicating he’s not within the city limits. He shows no inclination towards associating with Glarthir. By revisiting Glarthir, the resolution of the quest will be triggered.
2) The main individual under suspicion is David Surilie, and he makes his home in a sizable house located to the north of Glarthir’s House. In the early hours of the day, you can track David heading towards The West Weald, implying that he isn’t within the city at all. He seems disinterested in connecting with Glarthir. Returning to Glarthir will instigate the conclusion of the quest.
3) David Surilie is our final suspect, and he dwells in a large house situated north of Glarthir’s House. In the morning, you can locate him traveling towards The West Weald, suggesting that he’s not within city boundaries. He doesn’t seem keen on interacting with Glarthir. Visiting Glarthir again will initiate the final events of the quest.
4) Our last suspect is David Surilie, and you can find him in a large house located north of Glarthir’s House. In the morning, he can be found on his way to The West Weald, indicating that he’s not within city limits. He doesn’t seem interested in associating with Glarthir. Returning to Glarthir will set the events leading to the end of the quest in motion.
5) David Surilie is our final suspect, and he inhabits a large house situated north of Glarthir’s House. In the morning, you can find him leaving for The West Weald, hinting that he’s not within the city. He doesn’t appear to have any interest in meeting with Glarthir. By returning to Glarthir, we will set off the conclusion of the quest.
All Paranoia Endings in Oblivion Remastered

Return to Glarthir at Midnight:
Following the trail left by Davide Surilie, I find myself back at the chapel’s rear assembly spot as midnight strikes. A pivotal decision awaits me here: if I’ve been honest with Glarthir about the initial pair of suspects, this crossroads carries significant weight.
Ending 1 – All Truth:
If you share the truth with Glarthir for a third time, he’ll turn hostile and attack you. Killing him will conclude his quest. You can retrieve his house key from his remains and find some lower-level items inside his home that fetch a good price when sold.
Ending 2 – Tell the Guards or the Surilie Brothers:
If you choose to inform Glarthir that one or more of the three suspects were observing him, he’ll give you a note. You can deliver this note to any guard, leading them to confront Glarthir and ultimately take his life. This action will reward you with one Fame point. Should you accompany the guard and witness their execution of Glarthir, you may then acquire the house keys.
An alternative approach is delivering that note to the Surilie brothers, but it won’t earn you a Fame point since they’ll eliminate Glarthir instead.
Ending 3 – Kill for Glarthir:

As a detective, if I choose to pursue one or more of the suspects linked to these murders, I can track them down using the same routes they previously took while under surveillance. The most straightforward approach would be to locate them as they depart their homes early in the morning, just like before. Should I assist in dismantling Glarthir’s conspiracy, I stand to gain 1000 Gold as a reward for my efforts.
FYI, eliminating any of Glarthir’s targets contributes to the Dark Brotherhood’s obligations. Interestingly, if you dispatch one of these targets and then rest, they may appear before you once you wake up.
