In the same release as the “Khans of the Steppe” DLC, a feature called “Confederations”, previously exclusive to Crusader Kings 3 players, is now accessible for free. This new defensive pact can be particularly useful for lower-tier rulers to counter imminent threats in the Steppe or other parts of the map.
What Are Confederations In Crusader Kings 3?
In the game Crusader Kings 3, confederations can be thought of as strong, mutual defense pacts. These are usually formed among parties sharing similar cultures and power levels. The members of a confederation are prohibited from attacking or raiding one another. Moreover, they will automatically participate in each other’s defensive battles when necessary.
In other words, if one member is attacked by a foreign power, all will come to their defense.
Nomads will receive some Fertility benefits within a Confederation, enabling them to remain stationary for a more extended period without feeling the need to relocate.
Options As Part Of A Confederation
In due course, the head of a Confederation may opt for the “Raise Confederation” decision, which allows them to ascend as a Monarch, subjecting their confederates to the status of vassals. However, there are several prerequisites that need to be fulfilled.
Players also have the option to choose to depart from the Confederation whenever they wish, through the process known as the “Decision to Leave Confederation”.

Requirements For Forming Confederations
The defensive pacts cannot be made by anyone, and the following requirements must be met:
- Be Tribal or Nomadic.
- Must only hold County or Duchy level titles.
- Must be independent.
- Must not be a Tributary.
- Authority Law or Dominance must not be above Level 2.
- Be a Diplomat, Patriarch, or have a powerful enemy on your borders.
- Must not have left a Confederation in the last 5 years.
Making the Call for Confederation decision may come at a price, not just in terms of resources, but also in terms of Prestige and Piety. To see what prerequisites you’re yet to fulfill, simply glance at the Decisions panel on the left side of your screen.
Forming A Confederation & Inviting Allies To Join
When players become capable of establishing a Confederation, they will see a purple alert at the top of their screen, unless this feature has been turned off. Additionally, they can navigate to the Decisions section and opt for Inviting for Confederation.
After making this choice, players will now have the option to propose a Confederation to nearby rulers. Seek out rulers who are fully autonomous and hold lower titles, ensuring they aren’t currently engaged in conflict.
Check the notifications at the top for situations where you might be able to persuade leaders to form an alliance or confederacy.
As a gamer, I find that when I right-click on certain characters, an option titled “Propose Confederation” appears among the Diplomacy choices. If I’m not eligible for this action, it will be grayed out. If there’s no way to convince them at the moment, it’ll show a red cross. As a fervent supporter, I’m thrilled at the prospect of a Confederation being established if the proposal is accepted. In this role, the individual extending the offer would be recognized as the leader. The allure lies in the ability to extend invitations to additional rulers to strengthen our ranks and unite under this new confederacy.
