The Shadow Monarch enlisted the Architect to create the System’s workings, a gradual process that delivers the chosen vessel the monarch’s power over time until they are ready. However, there was discord between the Architect and the Shadow Monarch regarding their goals, which could explain why Jinwoo can resist and defy the System’s commands.

If Jinwoo had defied the System before their second trip to the dungeons, it’s probable that the Shadow Monarch would have intervened to protect him regardless of the initial penalties from the System. This is due to the fact that the Shadow Monarch has admired Jinwoo since their first encounter and saw his potential as a powerful entity.
