He’ll give you three choices, and picking the third one will give you the best result. The first choice is pretty good too, but the second choice will lead to the least favorable outcome.

Athr won’t directly help you, but he’ll offer you a quest instead. To start “A Beast of Lore” in Anno 117: Pax Romana, click on Athr’s lighthouse and select “Yes”.
