This new rule could impact popular games like *Overwatch 2*, *League of Legends*, and *Genshin Impact*. It’s part of a growing worldwide effort to regulate or ban loot boxes, particularly to protect children.
The discussion about loot boxes has been ongoing for several years. For instance, Belgium made them illegal in 2018, and in 2022, some Dutch political parties attempted – but failed – to ban them. More recently, in 2023, the European Union committed to addressing both loot boxes and gaming addiction.
Brazil Bans Loot Boxes Aimed at Minors
Brazil has banned loot boxes as part of a new law designed to protect children online. As Eurogamer reported, the law, recently signed by President Lula, prohibits offering loot boxes to anyone under 18. It also requires games with teen interactions-through text, audio, or video-to have safety features like reporting systems. The law goes into effect in March 2026, giving game companies time to prepare.
Brazil has been debating whether to ban loot boxes for some time now. As early as 2021, officials considered a ban, potentially including significant fines for companies that didn’t follow the rules. Because gambling is against the law in Brazil, and loot boxes share similarities with it, various Brazilian governments have been paying close attention to this practice.
A 2020 survey found that most gamers – 74% – consider loot boxes to be a form of gambling, which explains why they’re often compared to it. This idea is supported by a 2021 study that shows game developers use psychological techniques to encourage players to buy loot boxes.
Despite ongoing debate, many companies continue to use loot boxes in their games. Recently, Overwatch 2 reintroduced them, explaining that they wanted to improve rewards, particularly for players who don’t spend money on the game. It’s still unclear how games like this will adapt to the new law in Brazil that bans loot boxes for players under 18.
