In this location, you’ll spot several deserted vehicles. One of them has a message regarding a specific delivery inside, guiding you towards a nearby bunker.

The bunker is referred to as the “Protocol Workshop” at coordinates 38.0E, 77.4N. If you have completed the “Little Tea Room” lead, you should already possess the keycard. In case you don’t, remember to acquire that lead, as it will help you accomplish two tasks simultaneously.

Your objective is to get into the bunker, then find a hidden passage in the restroom which leads to the secure room. Once there, search Windfall’s body to acquire his keycard.

Now, it’s time to break into a prison.

1. You might find it advantageous to support Captain Sims since he could help you enter Skethermoor Prison without encountering any hostile soldiers.

After neutralizing the guards stationed approximately at 40.8E, 75.5N, you’ll have a clear path to stealthily approach the bunker entryway, eliminate any additional guards on duty, and gain access effortlessly.

Although the area hasn’t been fully secured, be aware that there are still numerous adversaries from the Protocol hidden within the bunker. Remember to move silently as there aren’t any bushes or hiding spots available here.

It’s good news! Your destination is just a short distance away, and you can swiftly obtain the Signal Redirector. Here’s how to get there: Once inside the bunker, follow the hallway, take your first left turn, and then find the green door on your left side. Be sure to avoid the Armory; it’s quite a ways off and you’ll run into numerous enemies along the way.
