In simpler terms, both games Balatro and Luck Be A Landlord successfully overturned their initial high age ratings (PEGI 18). Now, they’ll receive a more lenient PEGI 12 rating instead.
In a post on the PEGI website, explanations were given for the move down for each game.
According to the PEGI Complaints Board, while Balatro’s game does explain different types of poker hands, it also incorporates fictional elements within its roguelike deck-building structure.
Regarding Luck Be A Landlord, the board made similar points they did for Balatro. They noted that even though the game includes a slot machine mechanism, there are no particular skills related to gambling that can be transferred.
PEGI agrees with the decision made by the Complaints Board appeals panel regarding the reclassification of these games. The PEGI system regularly adjusts to reflect societal norms and the advice of independent experts, who help guide our assessment process. Our goal at PEGI is to apply rating criteria equally, consistently, and transparently so that gamers can easily understand the content within the games.
The conclusion of the announcement stated that, taking these appeals into account, the PEGI Experts Group plans to create a detailed and nuanced set of rules for classifying games with gambling elements.
