In the dynamic universe of One Piece, it’s often advantageous to have a person skilled at tracking others discreetly, operating from behind the scenes. Over the span of this extended series, numerous spies have been unmasked for their actions in the narrative, with the majority being menacing antagonists serving a larger, ominous power.

In terms of their ability to perform their duties effectively, there’s a wide range among the characters. Some can blend seamlessly into a group without raising suspicion, but others might find it challenging due to their limitations and sometimes lack of experience. When examining the notable spies from One Piece, this is how they stack up in terms of job dependability.

8. Scratchmen Apoo

Apoo Was Working For Kaido When He Willingly Joined A Pirate Alliance

  • Worked On Behalf Of: Kaido

Appearing as just a jovial pirate who enjoys loud music and dancing, Apoo hides a sharp mind beneath his playful exterior. In fact, he once successfully trapped two powerful pirates. Later during the timeskip, Apoo chose to join forces with Kaido and the Beast Pirates, a secret he kept hidden from others for quite some time, only sharing it with his crew members.

Consequently, when Kid, Hawkins, and Apoo formed a short-term alliance, it was Apoo who would pass this information on to the fierce Yonko. This ultimately led to the capture of the two Supernovas. It’s worth noting that Apoo had been a spy for about two years and managed to avoid suspicion by maintaining his goofy persona. However, he proved to be a valuable asset to Kaido, as he assisted in eliminating any pirates who might challenge Kaido’s authority in the future.

7. Bao Huang

One Of The Marys Who Keeps Kaido Informed At All Times

  • Worked On Behalf Of: Kaido

Spectators may recall Bao Huang as the enigmatic young girl who dons a distinctive mask with an eye-shaped cutout during the Wano storyline. As the main figure in a larger entity known simply as the Marys, Bao Huang’s function extended beyond providing Kaido his daily itinerary; she also kept him informed about the activities of the Pirates, Samurai, and Mink alliance. This peculiar piece of paper allowed her to communicate with Kaido and higher-ups without their physical presence, similar to a Den Den Mushi in essence.

While it’s true she doesn’t exhibit much fighting prowess or possess unique Devil Fruit abilities, it’s important not to undervalue her role. She played a crucial part by alerting Kaido about Luffy and his companions when they arrived in the country, thereby giving him a heads-up to respond accordingly.

6. Corazon

Corazon Infiltrated His Own Brother’s Crew To Seek Out Information

  • Worked On Behalf Of: Marines

Corazon and his brother Doflamingo didn’t have a joyful childhood. They were abandoned by the World Nobles, and then Doflamingo sought revenge on their father by brutally killing him shortly after. This act forced Corazon into the Marines as a way to resist. Later, he was instructed to infiltrate Doflamingo’s newfound family to gather intelligence about their activities and assess how much of a danger they posed to the World Government.

Through the use of his tranquil artifact, the Calm Calm Fruit, I observed Corazon skillfully muffle his words by erecting a hushed shield whenever someone grew wary. Despite meeting an untimely end due to his clandestine deeds, Corazon convincingly played the role of the Marine’s trustworthy informant for as long as it took before being exposed.

5. Kanjuro

Kanjuro Came Close To Completely Ruining The Scabbard’s Attempts To Free Wano

  • Worked On Behalf Of: Orochi

Throughout the Wano arc, it’s hinted early on that a traitor was secretly leaking alliances’ information without anyone knowing their identity. Although there were suggestive clues pointing towards Kanjuro, such as the bird flying away following Momonosuke and company’s time leap, he didn’t expose his true allegiance until the raid on Onigashima, where he almost single-handedly thwarted the entire operation from ever starting.

It’s truly astounding to consider all that Kanjuro accomplished while serving as a spy under Orochi. He wasn’t just the one who guided Drake and their group to the bathhouse where Nami and Robin were residing, but he also effectively misdirected the Scabbards to a wrong port, which resulted in a loss of 200 troops for the alliance, significantly diminishing their combat readiness. The budding actor certainly played his role convincingly, but fortunately, he was made to pay for his transgressions towards the end of that storyline.

4. Stussy

Nobody Ever Suspected Stussy Was One Of Vegapunk’s Creations

  • Worked On Behalf Of: Vegapunk

Initially, when Stussy arrived at Whole Cake Island for Big Mom’s feast, she appeared to be just another powerful underworld criminal not essential to the main plot. However, her subsequent appearance alongside Rob Lucci as part of CP0 left fans puzzled about her true identity and how she could move between various groups so swiftly without raising suspicion.

In essence, it wasn’t until Egghead Island that Stussy’s astonishing past came to light. It was there where Vegapunk disclosed that Stussy is, in fact, a replica of Buckingham Stussy, once a pirate with the Rocks crew. This Stussy managed to deceive CP-0 without them ever catching on, an impressive feat given Lucci’s intelligence and his role as a spy. This revelation aligns well with the notion that Stussy was specifically designed for data transmission back to Vegapunk, making failure an impossibility.

3. Vergo

A 15-Year Marine Veteran Who Wasn’t Even Technically A Marine In The First Place

  • Worked On Behalf Of: Doflamingo

Doflamingo, being a pirate, understands that power comes from knowledge, so he sought to gather as much Marine information as he could. To achieve this, he enlisted the services of a spy named Vergo. Over the span of fifteen years, Vergo managed to convincingly portray himself as a loyal Marine dedicated to protecting the World Government and maintaining the existing order, although his allegiance was not entirely genuine. In reality, Vergo was actually a pirate who served a dual purpose: firstly, to keep the Marines from suspecting Caesar Clown’s activities on Punk Hazard, where Caesar was manufacturing artificial Devil Fruits; secondly, these fruits generated a large sum of money for Doflamingo.

It’s really amazing that Vergo managed to maintain this persona for over a decade, showing how incredibly devoted he was to his master. Even if his secret identity were ever uncovered, Vergo could transform himself into an indomitable force using his remarkable Armament Haki, making him an ideal spy who was always ready for any potential danger – at least until he met Law.

2. X Drake

The Supernova Played The Role Of A Pirate For Several Years

  • Worked On Behalf Of: Marines

In the thrilling Sabaody arc, I step onto the scene, unveiled as part of the Worst Generation – a formidable crew of pirates causing quite the stir, with the Marines constantly on high alert to keep tabs on us. However, behind the menacing exterior lies a secret: I’m not one of them; instead, I’m an undercover Marine operating within this dangerous group, known as SWORD – a clandestine unit shrouded in mystery.

Due to his cunning strategy, Drake successfully adopted a pirate persona for numerous years in order to gather intelligence about the world of piracy. For instance, during the Wano arc, it was Drake who uncovered and revealed the alliance between Big Mom and Kaido, which proved crucial information for Akainu and other high-ranking officials. Although his disguise was close to being exposed when he was nearly killed by the Beast Pirates, the length of time he maintained this act deserves recognition.

1. Rob Lucci

Lucci Has Been The Marines’ Go-To Spy For Many Years

  • Worked On Behalf Of: World Government

For years, Lucci has faithfully served as a marine enforcer, understanding that being a spy is anything but simple. However, as a cold and unwavering soldier who’s ready to take any action required for the marines’ advantage, he ranks among their top assassins. It’s clear that Lucci would risk endangering his allies if it advances his grand scheme, making him swiftly deduce the Straw Hats’ intentions upon entering Water 7, ultimately leading to the abduction of Robin.

Whenever faced with a challenge, Lucci has the ability to metamorphose into his incredibly potent Zoan leopard form, tearing apart anyone who dares oppose him into fragments. Notably, during the Egghead Island arc, Lucci’s feelings have occasionally overpowered him; however, for the majority of missions, he manages to maintain self-control and stay completely devoted to the task at hand. As a result, the Marines often rely on Lucci for intelligence gathering against the enemy.
