Key figures such as Kelley Gilmore, a long-time 2K Games veteran who has contributed to franchises like Civilization and XCOM, have been dismissed from their roles, while Hogarth de la Plante, creative director and lead environment artist on Bioshock 2, has been reassigned to a publishing role.
In a recent meeting with Cloud Chamber staff, there were concerns raised about the studio needing to be more “agile and efficient,” which has sparked speculation about potential layoffs. In response to these reports, 2K Games stated that they are “dedicated to ensuring Bioshock has the best possible future.” They further added, “Currently, we have a good game, but we are committed to making it great. Bioshock 4 to Get Story Overhaul Following Failed Publisher Review

According to Bloomberg’s sources, one significant issue during the internal review process for Bioshock 4 was the storyline quality, which is now being reworked. There were unconfirmed whispers about Bioshock 4 towards the end of 2024 hinting at a setting in Antarctica, featuring two cities, Aurora and Borealis, instead of the underwater city of Rapture or the aerial city of Columbia seen in previous games. It remains uncertain whether Cloud Chamber intended for the story of Bioshock 4 to be linked directly to a previous game like Bioshock 2, or if it would stand more as a thematic and narrative counterpart, similar to Bioshock Infinite.
