Fans of Boruto haven’t learned much about Jura yet, as the narrative currently revolves around his subordinates and he stands as the strongest villain. However, Kishimoto and Ikemoto have provided tantalizing glimpses into his character. Already, we’ve witnessed hints of his formidable power, and given what we know so far about him from the storyline, Jura appears to be a formidable adversary indeed.

Regarding the origin of Jura, it’s traced back to the ancient Otsutsuki clan who arrived on Earth eons ago. During his tenure as leader of Kara, Jigen was in possession of a young Ten-Tails with immense chakra in a separate dimension. Occasionally, he would draw upon this Ten-Tails’ chakra to boost his own powers. Interestingly, when Jigen faced off against both Naruto and Sasuke, he defeated them by harnessing the power of the Ten-Tails that he had recently absorbed before their encounter.

Over time, Code discovered a powerful entity called Ten-Tails and used his Claw marks to transform it into humanoid forms, which he named Claw Grimes. As these creatures sought energy (chakra), they began consuming humans and developing self-awareness. This growth in intelligence eventually led to the birth of the Hitoshinju. Among them, Jura stands out as the strongest due to a unique trait: unlike the other Hitoshinju who are born from human chakra, Jura is the actual reincarnation of the Ten-Tails itself. This makes him significantly more powerful than any other member in the group, even his creator Code. To give you an idea of his power level, Code without his limiters surpasses unamped Jigen, who is stronger than any Kara Inner and roughly equals Naruto and Sasuke in strength.

It’s quite intriguing to point out that Jura is rumored to surpass Code in strength, and it seems logical considering Jigen drew his powers from the Ten-Tails, which is significantly more potent in chakra. Interestingly, the same Ten-Tails has developed sentience and power, making it nearly invincible. In fact, Kashin Koji has confirmed that Jura overpowers Boruto Uzumaki. The odds of Boruto defeating him are incredibly slim, almost one in a million, making Jura the strongest being at present. His power could possibly be comfortably wielded by the Otsutsuki like Isshiki, or even exceed their might.
