Indeed, it’s clear that Steve Rogers acknowledged Sam Wilson as the best fit for the Captain America role. Although Steve doesn’t directly say so, Sam’s courage and modesty seem to have been key factors in his selection over Bucky Barnes. Despite lacking the Super Soldier serum, Sam fought alongside superhumans, putting his life on the line for a higher cause and even giving up his freedom to maintain the ideals of himself and his comrades when the Avengers disbanded. Steve understood that Sam didn’t need any enhancements beyond the shield to be Captain America. Furthermore, Captain America isn’t the strongest Avenger in terms of physical power or superpowers. Rather, it’s his innate goodness that makes him an excellent leader – a person worthy of respect and admiration.
