The way Ultra Instinct manifests among the Angels is most clearly shown through Merus during the Galactic Patrol Prisoner arc. Merus, an Angel trainee working with the Galactic Patrol in Universe 7, was significantly younger than his fellow Angels. This youthfulness meant his command over the ability was considerably less developed compared to them. However, astonishingly, Merus’s Ultra Instinct surpassed even Goku at his Mastered level.

This demonstrates just how remarkable the Angels’ mastery of their innate skill is, given that the least powerful among them can wield it more effectively than others. This skill enabled Merus to hold his own against Moro, and when he was absorbed by the antagonist, Moro acquired the ability to use this technique himself.
