The Elbaf arc in One Piece has unveiled a lot of fascinating backstory, particularly about the World Government and its ruler, Imu. Initially, most fans didn’t anticipate that Eiichiro Oda would present Imu as the central villain of this arc, but he did, and that choice has made Elbaf a particularly gripping and dramatic storyline.
With Imu now established as the primary antagonist of the upcoming Elbaf arc in One Piece, creator Eiichiro Oda has begun to reveal more about this mysterious figure. Chapter 1164 recently unveiled that Imu has two major fears. While many expected Joy Boy to be one of them, it was also confirmed that Imu dreads Davy D. Jones, the previous World King. These two individuals are so powerful that simply mentioning their names is enough to frighten Imu, and he’s actively tried to eliminate anyone with their lineage.

Chapter 1164 of One Piece revealed that Rocks’s goal to become King of the World wasn’t about power, but about keeping a promise to his ancestor, Davy Jones. Rocks believes Davy Jones was the original King of the World, long before Imu took the throne, and he wanted to restore what he felt was rightfully Jones’s.

Imu unexpectedly rose to power and, with the aid of nineteen other kings, took control of the world. However, he still lives in fear of Davy Jones returning, so he attempted to wipe out the entire Davy family line and forced many of its members into slavery.
Imu’s motivations are rooted in fear. In One Piece chapter 1164, Rocks directly asked Imu who frightened him more: Davy Jones or Joy Boy. This strongly suggests that Davy Jones was a significant threat, even capable of instilling fear in Imu. We already knew Joy Boy terrified Imu, as seen by Imu’s painful and fearful reaction to Joy Boy’s Haki on Egghead – even a brief display of Haki caused Imu to scream and tremble. It’s clear that Imu fears both Joy Boy and Davy Jones above all others.

Luffy And Blackbeard Could Team Up Vs Imu
Imu’s Defeat Could Be A Collaborative Effort
Defeating Imu will almost certainly require both the Yami Yami no Mi and the Nika fruit. Rocks D. Xebec hinted that two specific Devil Fruits are necessary to overcome Imu, and currently, Luffy and Blackbeard each possess one of them. This has led to speculation that they might even team up in the Final Saga to defeat Imu. While a true alliance between Luffy and Blackbeard seems unlikely due to their past, fans could see them fighting side-by-side against a common enemy, potentially embodying the roles of Joy Boy and Davy D. Jones in the present day.
Eventually, Imu will be defeated, and most likely, Eiichiro Oda will then reveal Blackbeard as the series’ ultimate villain in One Piece. If Imu remains in power, however, the plan known as the Will of Davy will fail, and Blackbeard will eventually be overcome by Imu’s abilities during the Final Saga. We’ll find out what happens eventually, so fans just need to be patient.
