Previously leading the publishing division at Bethesda, Pete Hines criticized services like Xbox Game Pass, suggesting that their payment model puts undue stress on game creators and publishers. This criticism mirrors broader industry worries about digital distribution models, specifically Microsoft’s competitive strategy in offering an extensive library through Xbox Game Pass.
In 1999, Hines initially took up the role of head of publishing at Bethesda, which was before the company gained its current fame for creating 3D sandbox RPGs. Over time, he also held the position of senior vice president of global marketing and communications within the organization. For much of the early 21st century, Hines, alongside industry veteran Todd Howard, became synonymous with Bethesda’s public face. In November 2023, Hines revealed his intention to leave Bethesda and retire, approximately two and a half years after Microsoft acquired ZeniMax, Bethesda’s parent company. The acquisition allowed Hines an exclusive view of the company’s shift into being owned by Microsoft.
Pete Hines Criticizes ‘Short-Sighted’ Decisions on Subscription Services
A seasoned industry insider has recently criticized certain “narrow-minded choices” he observed previously, in an interview with DBLTAP. In this discussion, he expressed worries regarding subscription services and their long-term effects on the industry. Hines stated, “If you can’t find a way to harmonize the requirements of the service, those managing it, and the content creators-whose work gives your subscription any value at all-then there is a significant issue.” The former Bethesda executive further suggested that services like Xbox Game Pass should fairly remunerate developers. He emphasized the importance of understanding the effort required to generate the valuable content these services rely on and acknowledging the individuals behind the creation process.

Subscription Services Aren’t ‘Properly Valuing and Rewarding’ Game Devs, Hines Says
In order to be worthwhile, subscription services must strike a fair equilibrium between their financial objectives and adequately compensating creators, according to Hines. He went on to say that many creators feel they’re being compressed by the existing business model because this balance hasn’t been achieved yet, causing them to operate within an environment that doesn’t seem to “fairly appreciate and remunerate their work.” Interestingly, Hines didn’t specify any particular platform in his comments. His views echo those of Shawn Layden, a former PlayStation executive who recently argued that developers creating content for subscription services are earning paltry wages compared to the value of their contributions.

Microsoft’s Xbox Game Pass is generally considered a lucrative service for the company. Part of their motivation behind purchasing game development studios is to enlarge their pool of in-house creators, whose games can immediately be added to the subscription library at no extra licensing expense.
If you fail to harmonize the requirements of the service, its operators, and the content creators – who are essential for maintaining the value of your subscription – then you indeed face a significant challenge.
From my gaming perspective, Sony seems to be taking a slower approach compared to Microsoft when it comes to generating subscription revenue. Unlike Microsoft, Sony’s strategy doesn’t seem to involve making their first-party games available through PlayStation Plus on day one. Instead, they’ve been pretty clear that this isn’t an option they’re considering, at least for now.
