When you reach the 20th floor in the Mines of Mistria, you’ll encounter a Water Seal that requires breaking. The tablet found there is written in an unfamiliar language, so you must make a rubbing of it and bring it to Eiland for translation. Once they decipher the text, you will receive the Water Tablet Rubbing, initiating the “Water Tablet” quest.
