How to Produce Treasure Fleets
To create Treasure Fleets in Civilization 7, you should set up outposts in Faraway Regions. Make sure these outposts have at least one “Treasure Fleet Resource” available to them. You can find this out by moving your cursor over the resource and reading the pop-up information, but typically, it will be resources like sugar, tea, or spices.
To put it simply, once you have an active settlement, you should construct a Fishing Quay in that coastal settlement on a tile linked by sea to one of your own coastal home settlements. This way, both your distant coastal settlement and your homeland settlement can benefit from this connection.

How to Use Treasure Fleets

Upon their arrival within your borders, utilize the “Unload Action” to reap a substantial amount of gold and boost your score along the Treasure Fleet Legacy Path.
To finish the Legacy Path, you’ll have to guide thirty ships safely back to their homebase. This task should be manageable if your settlements are strategically placed and your fleets are adequately safeguarded.
