How to Complete Pax Imperatoria
The Path of Imperial Peace is relatively straightforward as all you have to do is either create or take over settlements to accumulate the required points. To finish the path, you’ll need a total of 6 points – receiving 1 point for every settlement established and 2 points for each one conquered.
In essence, focusing on capturing settlements is more effective for achieving this route, given your likely emphasis on a powerful army (given that you’re following the Military Legacy path). Prioritizing research to unlock advanced and stronger military units, particularly siege units, will make it simpler for you to capitalize on the bonus points awarded for conquered settlements.

If you prefer a peaceful approach, you can expand your settlements at a more leisurely pace to meet the necessary number without resorting to war. Emphasize Civic Policies that boost your settlement limit to reduce penalties for quick expansion, and make use of Civilization-specific abilities such as Rome’s unique Commander. By engaging in combat against independent powers with your Roman commanders, you can level them up more quickly, then utilize their charge ability to instantly establish new towns.
In essence, the quickest and presumably strategic way to achieve Pax Imperatoria is by capturing settlements of other civilizations or independent entities. However, if you wish to steer clear of conflicts with powerful neighbors, consider engaging in battles at a distance or conquering independent powers once they have built their own towns.
