How to complete the Paranoia quest in Oblivion

In Oblivion Remastered, many quests are discovered rather than initiated openly. For example, to enter the Dark Brotherhood, you must kill someone; to access the Thieves Guild or Mages Guild questlines, you need to join these organizations. In Skingrad, one of the major cities, you’ll encounter a particularly mysterious quest brimming with intrigue.

Experience an exciting journey called Paranoia, which has numerous intriguing possibilities. In this tutorial, I’ll walk you through the initial steps and provide various strategies for reaching your goal while earning a good sum of gold along the way.

How to start Paranoia in Oblivion Remastered

Not long after setting foot in Skingrad for the first time, a sneaky Wood Elf named Glarthir will stealthily approach you and propose a secret rendezvous behind the town’s Julianos Great Chapel at midnight. This marks the beginning of the Paranoia quest, requiring no additional effort on your part, so head over to the chapel and wait for his arrival.

During conversation with Glarthir, it becomes immediately apparent that something is amiss about him. He harbors the conviction that everyone else in town is part of a conspiracy against him. He claims to possess information that others supposedly do not. He assigns you the duty of tracking various individuals within the town and reporting back to him every evening, so he can determine whether his suspicions are validated or not.

If you find this situation uncomfortable or unwanted, feel free to decline and finish your task. But, keep in mind that his response might be aggressive; he’ll pick up a battleaxe and try to attack the person he asked you to follow, Bernadette Peneles.

Another option is to inform the guards about Glarthir, yet they won’t have the power to act at this moment. Nevertheless, they can provide some insights as they’ve noticed that Glarthir’s mental health has raised concerns among the townsfolk for quite some time.

Tailing Bernadette, Toutious Sexius, and Davide Surilie

If you choose to assist Glarthir, he requests you to stand by outside his residence at 6 in the morning. He suspects Bernadette might be observing his house during this hour, so head towards Glarthir’s house, located across from the Two Sisters Lodge. Stay put until 6, maintaining a discreet stance like an undercover officer, keeping watch. As another option, you can opt to not tail her and instead inform Glarthir about whether or not she appears to be spying on him.

If you observe Bernadette’s actions, it becomes evident that she isn’t tailing him. She occasionally visits the chapel, but little else. You might catch snippets of conversations regarding Glarthir, and they mostly express worry and apprehension, not malicious intent towards him. It seems Glarthir is merely being overly suspicious about his neighbor. If you prefer to sow discord, you could deceive him by claiming that she does track him, though this won’t alter the fact that he will pay you 150 gold for your information.

1. Head towards Toutious’ residence using the quest guide as your compass, hang out there for a while, and then follow him wherever he goes.
2. Or, you can fast-forward time to the following evening without any delay.

Later on, Dion, the head guard, will walk up to you and inquire about your interest in Glarthir, a peculiar local. He’ll warn you that Glarthir could be harmful and advise against collaborating with him. He’ll also request that you inform the guards if Glarthir ever assigns you any unusual tasks. It seems following isn’t considered stalking here.

I was taken aback to discover that Toutious isn’t following Glarthir, just as he wasn’t spying on him earlier. Now, you could deceive Glarthir by validating his suspicions, or you could choose honesty. If you opt for truthfulness, Glarthir might initially question your loyalty, even implying a betrayal, but he will still reward you in the end.

Following this, Glarthir provides you with one final task: trail Davide Surilie, whom he suspects is the mastermind of the group. It’s important to note that in this case, honesty might not be advisable; if you’ve been truthful with Glarthir up until now and continue to do so here, he will become hostile towards you, forcing you to defend yourself and potentially resulting in his demise.

Should you help Glarthir murder the accused?

If you fabricate information about Davide or have lied about others in the past, Glarthir will assign you an additional job: looking after them. He’ll hand you a note labeled “list of the damned,” instructing you to eliminate the specified individuals for a bounty. It’s important to note that a substantial reward, 1000 gold, is given for accomplishing the contract killings; a sum that could make even the most upright hero ponder their moral compass.

Alternatively, there are other courses of action for those with unwavering integrity. If you choose, you may hand over the list to a guard, who will subsequently pursue and eliminate Glarthir on your behalf. Additionally, if the Surilie brothers appear on the list, you can give them the note, and they will act upon it, administering justice personally.

If you’re considering joining the Night Mother in the Dark Brotherhood, bear in mind that any individuals marked by Glarthir are considered innocent Non-Player Characters (NPCs). Consequently, eliminating them would be regarded as murder, and this action could lead to Lucian Lachance coming after you.

Note: Rob Glarthir’s house once he’s dead

Regardless of whether you decide to eliminate Glarthir personally, inform the guards about his actions, or confide in the Surilie brothers if he’s on their radar, there’s still a significant opportunity for financial gain from him.

After Glarthir meets his end, somehow or other, let’s say I manage to retrieve his house key from him. With this key, I can gain access to his home, which is conveniently located next to Bernadette Peneles’. Upon entering, I turn right and discover a basket near the door holding 800 gold coins. It’s definitely worth exploring the rest of Glarthir’s house as there are numerous valuable items hidden throughout, waiting for me to navigate through them and later sell for profit. After all, being somewhat morally ambiguous doesn’t necessarily mean sacrificing my wallet!
