Eelektross is a bit tricky to get, because you need a special item to evolve its pre-evolution, Eelektrik.
How to Evolve Eelektrik Into Eelektross in Pokémon Legends: Z-A

In Pokémon Legends: Z-A, Eelektrik evolves into Eelektross simply by using a Thunder Stone on it – no other conditions are needed.
Once you get an Eelektrik—either by catching it or evolving a Tynamo—you can evolve it into Eelektross if you have a Thunder Stone.
You can find Thunder Stones in a few different ways in Lumiose City. They’re hidden in Pokéballs around the city, given as rewards for completing tasks, and available for purchase at the Stone Emporium. The Emporium is a great option because it has an unlimited stock, which is useful for evolving Pokémon like Raichu and Jolteon that need a Thunder Stone.
Can You Catch Eelektross in Pokémon Legends: Z-A?
You can catch Eelektross directly in Pokémon Legends: Z-A, which lets you avoid evolving Eelektrik – though it might take some time to find one.
Okay, so Eelektross is tough to find in Pokémon Legends: Z-A. Unlike some Pokémon, it doesn’t have a set place where it always appears. The only guaranteed Eelektross I’ve seen is an Alpha one in Wild Zone 20, but honestly, that spot is packed with Alpha Pokémon – you’re competing with Tyranitar, Gyarados, Aggron, and a bunch of others to find it!
Okay, so I found out something kinda annoying about catching Alpha Pokémon in Wild Zone 20. If you’ve already beaten Lysandre before going to Hotel Z, the area under Prism Tower won’t have any Alpha Pokémon spawning there until you’ve actually battled and caught Zygarde! It’s because that’s where Zygarde’s battle is, and the game seems to block the Alpha spawns until you’ve finished up with that whole thing. Just a heads-up for anyone trying to hunt them!
Because of these limitations, evolving Eelektrik with a Thunder Stone is usually the simplest way to get an Eelektross, especially if you can also find its Mega Stone.
