When a player’s city expands its population, they will be given the opportunity to expand the city by upgrading a specific tile. If you decide to upgrade a tile that contains a resource, you will acquire that resource. After acquiring a resource, players are directed to the resource distribution menu where they can decide which settlement receives each type of resource.
In this setup, all resources are collectively stored in a single pool. However, these resources are categorized into bonus resources and city resources. City resources are exclusive to cities. During gameplay, players have the flexibility to redistribute these resources according to their preferences, either by withdrawing them from settlements or introducing new ones. This redistribution is subject to limitations, though, as each settlement has a specific number of slots for resources and only certain types of resources can be accepted within those slots.
After you close this menu, you won’t have the ability to redistribute resources until you either develop a new resource site or establish a trade connection with a merchant unit. Resources obtained from different continents or isolated settlements cannot be used unless they are connected via roads, which a merchant can create.
