In Octopath Traveler II, getting this item requires a bit of a unique process involving restoring the town of Wishvale. Players who want to avoid spoilers for a major story quest should be careful when proceeding.

You can open the Blue Chests by building a Church in Wishvale. To do this, you’ll first need to advance further in the Kindlers of the Flame main questline.

To unlock the Church, players need to reach Chapter 5 of Kindlers of the Flame and find Laurana again. Once they’ve recruited her, they must return to Wishvale and rebuild the Aelfric Church, upgrading it to Level 3 with 12 Radiant Cornerstones.
