As an enthusiast, I find it fascinating how one man’s final wish set in motion a wave of adventure that continues to ripple across the world of One Piece.

Pirates hailed from every corner of the globe converged at one point – the Grand Line, a notorious stretch of ocean. It’s important to note that the Grand Line was teeming with pirates as well. This vast ocean region is home to numerous islands, many of which house the most treacherous pirates known. The New World, specifically, is the most perilous body of water in existence, governed by the Yonko. In the world of One Piece, the New World is exceptionally dangerous and undeniably powerful. However, when comparing the seas in terms of strength, the East Blue stands as the weakest. This has been consistently depicted throughout the storyline, and it’s a well-established fact that Dracule Mihawk referred to the East Blue as the weakest sea in One Piece chapter 51, prior to his duel with Zoro. Mihawk made it clear that the Red Line divides the world into four parts with the Grand Line, and among the four seas, the East Blue is by far the most tranquil.

In One Piece’s Strong World storyline, Shiki appears enraged when he attacks Marine Headquarters upon hearing about Roger’s execution, specifically because it occurred in the East Blue – a region Oda often refers to as the weakest. To Shiki, this was a grave insult, given his admiration for the Pirate King.

Roger, hailed from the East Blue, as did the Straw Hat crew’s captain, Luffy, and other notable figures like the head of the Revolutionary Army, Dragon, Sabo, the Chief of Staff of the Revolutionary Army, Roronoa Zoro, a Combatant of the Straw Hats, and many more powerful individuals also originate from this sea, it remains labeled as the weakest. This seeming contradiction might leave fans questioning how such a sea could be considered the least powerful.

The average bounty is lower than any other sea, and it’s much more peaceful too. However, just because the East Blue isn’t as dangerous doesn’t mean it can’t produce strong individuals. In fact, strong people from the East Blue are the exception, not the rule, and they usually move on to the Grand Line instead of sticking around.

When Oda refers to East Blue as the weakest, it’s more about the sea region itself rather than its inhabitants. For example, Arlong, a pirate previously associated with East Blue because of his activities at sea, doesn’t represent the entire region. Characters like Roger and Luffy can’t be labeled as East Blue pirates since they weren’t actively operating in that area. Although Roger was born there, he is recognized as a Grand Line pirate. Similarly, Luffy was an East Blue pirate during his time in the East Blue Saga, but not now, as he has moved beyond those seas.

Comparatively, pirates who primarily operate within the East Blue are generally weaker than those who are active across the other three seas. Essentially, the strength and threat level of the East Blue is significantly less than that of the other three regions. The typical bounty in the East Blue is only 30 million berries, which is drastically lower than the other seas. For instance, when Luffy had a bounty of 30 million, he was the most wanted pirate in the entire sea. This suggests that the overall power level within the East Blue is relatively low. Before Luffy, Arlong was considered the strongest in the East Blue, yet even Zoro, despite being known as an exceptional swordsman, was considered quite weak. Consequently, this explains why the East Blue is the least powerful sea, regardless of its notable inhabitants; it’s the general quality of the sea that’s lacking.
