It was widely believed that Kaido was the strongest, though many also considered Garp, Roger, or Whitebeard to be contenders for that title. While all of these characters are incredibly powerful, they wouldn’t be able to defeat Imu.

Chapter 1163 of One Piece confirmed that Imu is the strongest character in the series. The chapter showed a battle where legendary pirates – including Roger, Garp, Whitebeard, Big Mom, Kaido, and the Rocks pirates – all fought against Imu, who was using Saturn’s body. Despite their combined strength and powerful attacks, they couldn’t even harm Imu. In fact, Imu took their strongest combined attack without any injuries and then went on to defeat Rocks D. Xebec.
